  16. Route connecting Play Components – Engineered Wood Fiber Surface

    Violation – The engineered wood fiber surface is not compacted for the entirety of its installed depth, as required to meet the wheelchair maneuverability requirements in ASTM F 1951-99. The top layer of the engineered wood fiber surface is loose and easily kicked or brushed away. The depth of the non-compacted engineered wood fiber varies from just a few inches to as much as eight inches depending on location. The lack of a fully compacted surface and the loose surface material that occurs during play results in a surface that does not permit an individual in a wheelchair to propel across the surface.

    Requirement – Ground surfaces on accessible routes, clear floor or ground spaces, and turning spaces shall comply with ASTM F 1951 (incorporated by reference, see “Referenced Standards” in Chapter 1). 2010 Standards §§ 206.2.17, 240.2.1, 240.2.1.1, 1008.2.6.1

    Violation – The engineered wood fiber surface contains numerous depressions and loose surface material along the route to play components and within the use zone of play components, such as slide exits and swings. The depth and compaction of the engineered wood fiber surface along the route to play components and within the use zone is not maintained as required to meet the wheelchair maneuverability requirements in ASTM F 1951-99.

    Requirement – Ground surfaces shall be inspected and maintained regularly and frequently to ensure continued compliance with ASTM F 1951. 2010 Standards §§ 206.2.17, 240.2.1, 240.2.1.1, 1008.2.6.1
