CAMPUS CIRCULATION - ATTACHMENT T

                 

 

            The following items delineate campus circulation conditions. The issue of campus circulation addresses the extent to which there is an accessible route between public transportation stops and an accessible entrance on campus; whether there is accessible parking to an accessible entrance; whether there are streets and sidewalks to an accessible entrance; and whether there is an accessible route between all buildings and elements on the site.


Item 1 - Berry Hall area


            The pedestrian walkway from the parking lot east of Berry Hall to Shady Avenue is not an accessible walkway. The walkway is constructed using loose gravel as the walkway material.


            Remedy:

 

Create accessible parking at the front of Berry Hall to allow one van accessible parking space on level ground with an access aisle. Provide a passenger loading zone in the front of the building with an access aisle that complies with 4.6.6 of the ADA standards.


Item 2 - Access to campus from public transportation


            There is no designated accessible route from the public transportation bus stops on Wilkins Avenue south of the campus to any of the campus buildings or areas.


            Remedy:

 

Provide an accessible pedestrian approach to the campus from public streets that begins at the driveway to the Eddy Theater from Murray Hill Road by installing a switchback ramp consistent with the design reviewed by counsel on March 14, 2008. The proposed switchback ramp will extend from the Eddy Theater parking lot to the upper Quad on the south side of the Eddy Theater.

 

Item 3 - Parking and Accessible Route to Playing Fields from the Art and Design Center


            There is no designated accessible route from the main campus areas to this building at the south end of the campus.


            Remedy: 

 

Rely upon the current van accessible parking space and striping at the rear building entrance of the Art and Design Center. Also provide an accessible route to the playing fields behind the old gym via a new ramp system behind the parking lot serving the back door.





Item 4 - Pedestrian curb ramp at Woodland Road and Fifth Avenue


            The pedestrian curb ramp at the intersection of Woodland Road and Fifth Avenue has a running slope of 16.9%, and a cross slope of 7.6%.


            Remedy:

 

If Chatham College does not have control over the sidewalk and the curb ramp, request accessibility modifications from entity with control over the public right-of-way.


Item 5 - Chapel Hill Road Plaza


            There is no access aisle in the accessible parking area in the Chapel Hill Road plaza area, and the concrete curb has a slope of 22.9%.


            Remedy:

 

Create a curb cut to resolve the problem with the concrete curb slope of 22.9% that prevents access to sidewalk and the accessible route. Re-stripe the parking lot to provide 3 accessible parking spaces with the requisite access aisles, including one van accessible space. These proposed accessible parking spaces will be linked to the old Quad via a new accessible sidewalk running along the west side of the Chapel (near the new permanent side entrance ramp system), and along the front of Laughlin Music and Buhl Science. See Item 7. The accessible parking will also be linked to the pedestrian crossing in front of Laughlin Music.


Item 6 - Chapel Hill Road & Old Quad area


            The Chapel Hill Road continues into the Old Quad area. In this Old Quad area the accessible walkway to the access ramp at the Laughlin Music Center is asphalt paving which is broken, pitted, and separated in a number of areas.


            Remedy:

 

The asphalt walkway to the ramp at Laughlin Music Center should be re-sealed to provide an accessible route that is stable, firm and slip resistant for wheelchair users.


Item 7 - Walkway in rear of the Chapel, Laughlin Music Center and Buhl


            The rear exits of the Chapel building, Laughlin Music Center, and Buhl Science Center are connected by a walkway with a non-accessible loose limestone surface material.


            Remedy:

 

In lieu of creating an accessible walkway in the rear of these buildings, create and pave a new accessible walkway from the accessible parking spaces in the Chapel parking lot, along the west side of the Chapel, along the front of the Laughlin Music Center and Buhl Science Center to provide an accessible route that is stable, firm and slip resistant for wheelchair users. See Item 5. The new accessible walkway will incorporate a permanent accessible ramp on the west side of the Chapel.


Item 8 - Walkway from Chapel Hill Road to Coolidge Hall entrance


            In the Old Quad area, the asphalt access walkway from Chapel Hill Road to the entrance ramp of Coolidge Hall has a 8.7% running slope, the asphalt is broken, pitted and separated in a number of areas.


            Remedy:

 

The asphalt walkway should be re-done to eliminate the steep slope from Chapel Hill Road to the entrance ramp and it should be sealed so as to provide an accessible route that is stable, firm and slip resistant for wheelchair users.


Item 9 - Walkway from Coolidge Hall toward Falk Hall


            The asphalt walkway from the east side of Coolidge Hall to north side of Falk Hall is broken, pitted, and separated in a number of areas.


            Remedy:

 

The asphalt walkway should be re-sealed so as to provide an accessible route that is stable, firm and slip resistant for wheelchair users.


Item 10 - Walkway from Falk Hall to Braun Hall


            The asphalt walkway from the north side of Falk Hall to the east side of Braun Hall is broken, pitted, and separated in a number of areas. The walkway from Chapel Hill Road to the east side entrance to Braun Hall has running slopes of 18.6% and 5.2%, with a cross slope of 6.2%.


            Remedy:

 

The existing asphalt walkway connecting the proposed new approach ramp for the north side entrance of Falk to the existing accessible approach ramp on the east side of Coolidge Hall shall be re-sealed to eliminate cracks and to provide an accessible route that is stable, firm and slip resistant.


Item 11 - Parking Lot West of Coolidge Hall


            The parking lot to the west of Coolidge Hall has a concrete curb ramp which has a 9.5% running slope. The pair of designated accessible parking spaces in the center aisle share an access aisle with a running slope of 3% and 4.7% for the pair of designated accessible parking spaces closest to Coolidge Hall. The concrete walkway to the concrete access ramp north of Coolidge Hall has a cross slope of 7.2%. This concrete access ramp has a running slope at the lower ramp of 6.2%, and at the upper ramp a running slope of 9.8%. The landing at the mid-point of the ramp is only 36" in depth. The concrete walk at the top of the ramp has a running slope of 5.0%.


            Remedy:

 

These barriers will not be addressed in light of the proposed installation of a switchback ramp that will extend from the Eddy Theater parking lot to the upper Quad on the south side of the Eddy Theater.


Item 12 - Coolidge Hall Walkway on West Side


            The access walkway along the west side of Coolidge Hall has an asphalt surface which is broken, pitted, and separating, and has running slopes of 7.9% and 14.6%, with a cross slope of 2.2%. This walkway leads to a stair exit landing on the west side of the building, continuing to the south end of Coolidge Hall at which point the walkway enters the new Quad area.

 

            Remedy:

 

These barriers will not be addressed in light of the proposed installation of a switchback ramp that will extend from the Eddy Theater parking lot to the upper Quad on the south side of the Eddy Theater.


Item 13 - Walkway from Coolidge Hall toward Jennie King Mellon Library


            The asphalt access walkway from the south end of Coolidge Hall toward the Jennie King Mellon Library has running slopes of 16.1% and 12.8%, and a 4.2% cross slope. The walkway leading to the concrete access ramp to the north entry of the library has running slopes of 27.0% and 17.4%.


            Remedy:

 

This barrier will be eliminated by implementing the proposed remedies set forth in Items 14 and 15.


Item 14 - Walkway Between Braun Hall and Woodland Hall


            The running slope of the asphalt walkway between Braun Hall and Woodland Hall is 14.2%. The asphalt access ramp to the east basement side entrances of Woodland Hall have running slopes of 8.1% and 13.2%. The ramp from the east side of Woodland Hall to the west side, the new Quad area, has a running slope of 19.7%.


            Remedy:

 

There is a critical need to link the proposed accessible parking at the Chapel and the services in Laughlin Music to the new Quad. This could be accomplished by regrading and continuing the existing walkway at the southeast corner of Braun Hall linking the level bottom landing of the east entrance approach stair at Braun Hall to the asphalt sidewalk between Braun and Woodland Halls within the new Quad. In the alternative, link the proposed accessible parking at the Chapel and the services in Laughlin Music to the new Quad area by creating an accessible route with the installation of a new ramp at the main entrance of Falk (north side).


Item 15 - Access Ramp at Eddy Theatre


            The concrete access ramp at the south end of Eddy Theatre has a 8.0% running slope, and at the south end of the building the asphalt curb ramp from the handicapped parking area has a running slope of 16.6%.


            Remedy:

 

Eliminate the 16.6% slope at the asphalt curb ramp leading to the side door of the Eddy Theatre to provide an accessible route from an accessible parking space to the theater. Make one of the two accessible parking spaces at the side of the theater a van accessible parking space. Leave the access ramp to the theater from the new Quad as is, but address the cross slope issue discussed in the Eddy Theatre summary.

 

Item 16 - Walkway from New Quad to Dilworth Hall and Carriage House


            The asphalt walkway from the new Quad area southward, along the east side of Dilworth Hall toward the Carriage House, has running slopes of 9.4% and 11.7%.


            Remedy:

 

Address this matter in Chatham University’s next Master Plan with the objective of constructing a new building which would serve as a connector building between Dilworth and the Carriage House on the Lindsay House site which would serve to connect the upper campus to the lower campus.


Item 17 - Route to Lindsay House


            There is no accessible route (only steps) along the approach to the public safety services and other student services in the Lindsay House.


            Remedy:

 

Link the entry porch for Lindsay House to a new accessible ramp with handrails that extends from Woodland Hall to the entry porch.


Item 18 - Walkways from the Carriage House to Mellon Center


            The asphalt walkways up from the Carriage House to the Mellon Center and around to the front of Mellon Center have steep slopes and cross slopes. They have no curb ramps where they crosses Woodland Road nor where the existing route from Laughlin Hall crosses Woodland Road to approach the front of Mellon Center. All driveway cuts which cross the Woodland Road sidewalk, need curb ramps as do all other sidewalks that cross Woodland Road. There is no accessible route to Berry Hall from Mellon Center and the rest of the Campus.


            Remedy:

 

Repave portions of the asphalt walks with steep cross slopes (>3%) and running slopes (>9%). Rely upon the accessible walk along Anderson Dining Hall as the approach to Mellon Center from the Carriage House. Patch the stone lip at the north end of the Mellon Center rear entrance drive. Add curb ramps at the pedestrian crossings along Woodland Road and at all driveway cuts along the sidewalks along Woodland Road. These walks are critical for linking the accessible pedestrian approach routes from Shady Avenue, Berry Hall, Laughlin Hall, Rea House, Beatty House and Fickes Hall to the main campus circulation routes.


Item 19 - New Walkway from Chapel Hill Road to the Boardroom


            There is a lip at the bottom of the walkway on Chapel Hill Road leading to the Boardroom that is a barrier to wheelchair users.


            Remedy:

 

Create an accessible parking space on Chapel Hill Road near the pathway leading to the Boardroom and provide an accessible curb cut at the beginning of the pathway to facilitate access to the Boardroom and the upper Quad area.


Note: All references to direction (North, South, East, & West) refer to orientation relative to North on the campus site plan. The access road, Woodland Road, runs from the southern public access street, Wilkins Avenue, through the campus to the northern public access street, 5th Avenue. Thus 5th Avenue would be to the north of the campus, and Wilkins Avenue would be to the south of the campus, i.e., the Chapel building is oriented north-south, the entry is at the south end of the building, the stage is at the north end of the building.
