I. Building Entrance Issues
A. Main (Ramped) Entrance to 1st Floor (S. side)
There are no directional signs to the main ramped entrance.
There is inadequate level maneuvering space at the main entrance.
There is a cross slope of 5.5% at the entry door.
There are running slopes of ramp of 8.7% east/west, and 10.8% north/south.
There are no parking aisles for the three designated accessible parking spaces.
There is a concrete curb slope of 22.9% that prevents access to the sidewalk and the intended accessible route.
There is an electrical conduit, at points partially covered with boards, that prevents access to main entrance ramp and presents a potential electrical hazard.
Remedy:
1. Resolve the running slope problems by tearing out the bottom part of ramp, and begin the slope at the same location as the front of the bottom step. Standards §§ 4.1.3, 4.3.7.
2. Remove existing handrails and put in new handrails that comply with the ADA standards by sloping with the ramp and providing continuous grip (without the vertical problems); begin at entry of the ramp. Standards § 4.8.5(2), Fig. 17.
3. Provide edge protection on ramp. Standards § 4.8.7.
4. Provide directional signs to the main ramped entrance. Standards §§ 4.30.1, 4.30.2, 4.30.3, 4.30.5.
5. Create a curb cut to resolve the problem with the concrete curb slope of 22.9% that prevents access to sidewalk and the accessible route. Standards §§ 4.7.1 through 4.7.7.
6. Bury the electrical conduit that is a barrier to the ramp access to the main entrance and also a safety hazard. Standards § 4.3.1 generally.
7. Re-stripe parking lot to provide 3 accessible parking spaces with the requisite access aisles, including one van accessible space. Standards §§ 4.6.1 through 4.6.5.
8. Provide an accessible route from access aisle to sidewalk and then to ramp. Standards §§ 4.3.1, 4.3.2, 4.3.3.
9. Add an automatic door opener to provide greater accessibility at the entry door. Standards § 4.13.12.
B. Secondary (Ramped) Entrance to 1st Floor (W. side)
The width of entrance to the secondary entrance (stage doors) is inaccessible. A pair of doors is 27 ½" wide.
The wooden ramp has a slope of 11.1%. The offset of 1 ½" at ramp entry.
There are no handrails on either side of the ramp.
There is no paved area at the end of the ramp.
There are no directional signs to the ramp.
There is inadequate maneuvering space.
There is inadequate level maneuvering space.
Remedy:
1. Resolve the problems with the slope, offset, and inadequate maneuvering space by installing a new ramp that is configured to come out flush from the entrance for 60" (slope no more than 2%) and then shaped to run along side the chapel; could have 2 steps straight ahead. Standards §§ 4.8.1 through 4.8.8.
2. Pave the area surrounding the new ramp to provide a level surface. Standards § 4.5.1.
3. Provide directional signs to the accessible side ramp. Standards §§ 4.30.1, 4.30.2, 4.30.3, 4.30.5.
4. Install a door with a minimum clear opening of 32" to comply with Standards §4.13.5.
C. Entrance to Ground Floor (N. side)
Remedy:
1. Install directional signage to the accessible entrance. Standards §§ 4.30.1, 4.30.2, 4.30.3, 4.30.5.
D. Entrance to Ground Floor Lecture Room (E. side)
The width of the entrance is inaccessible. Pair of doors are 27½" wide.
The threshold is inaccessible. There is a 6" riser at the door sill.
There are no directional signs to this entrance.
Remedy:
1. Chatham University agrees to relocate the Physical Therapy and other academic programs currently conducted in the basement of the Chapel to a new accessible location on or before the 2009-2010 academic year. When the current programs are moved to the new accessible location, any alterations to the lecture rooms, offices, and restrooms in the basement of the Chapel must comply fully with the requirements of the ADA. In the interim, if any individual who uses a wheelchair or other mobility device wishes to participate in the physical therapy and other academic programs currently offered in the basement, Chatham University shall ensure that those classes are moved to an accessible location.
II. Accessible Route Issues to Student Spaces
Interior routes by floor level
A. 1st Floor Vestibule, Auditorium, Stage
There are steps in the interior route.
There are steps to the stage.
There are no room signs.
Remedy:
1. Provide room signs in accordance with ADA Standards. Standards §§ 4.30.1, 4.30.4, 4.30.5, 4.30.6.
B. Ground Floor (Physical therapy, Lecture Rooms, Restrooms)
The interior route is inaccessible. There are steps from the ground floor to the 1st floor.
The Physical Therapy Lab doors are inaccessible: there are a pair of doors 27½" wide.
There are no room signs.
Remedy:
1. Chatham University agrees to relocate the Physical Therapy and other academic programs currently conducted in the basement of the Chapel to a new accessible location on or before the 2009-2010 academic year. When the current programs are moved to the new accessible location, any alterations to the lecture rooms, offices, and restrooms in the basement of the Chapel must comply fully with the requirements of the ADA. In the interim, if any individual who uses a wheelchair or other mobility device wishes to participate in the physical therapy and other academic programs currently offered in the basement, Chatham University shall ensure that those classes are moved to an accessible location.
2. Provide room signage in accordance with ADA Standards. Standards §§ 4.30.1, 4.30.4, 4.30.5, 4.30.6.
III. Primary Student Space Issues
A. First Floor Auditorium
There is no accessible seating.
Remedy:
1. Assuming that the current auditorium provides seating for approximately 300 people, provide 4 accessible wheelchair seats in front of the auditorium, i.e., seating on both sides of the two aisles. Standards §§ 4.33.1 through 4.33.3.
2. If a student in a wheelchair is required to be on stage, Chatham College must permit policy modifications in order to ensure that the student will be able to be on the stage at the beginning of the function. 28 C.F.R. § 36.302.
B. First Floor Stage
There are steps to the first floor stage.
There are no handrails on either side of the stage steps.
The stage doors are inaccessible: pair of doors 27½" wide.
Remedy:
1. Consider installing handrails on the steps leading to the stage. Standards § 4.9.4.
2. Provide an exterior door to the stage that is a minimum of 32" wide. Standards § 4.13.5.
C. Ground Floor Physical Therapy
There are steps to ground floor physical therapy rooms.
The Physical Therapy Lab doors are inaccessible: there is a pair of doors 27½" wide.
Remedy:
1. Chatham University agrees to relocate the Physical Therapy and other academic programs currently conducted in the basement of the Chapel to a new accessible location on or before the 2009-2010 academic year. When the current programs are moved to the new accessible location, any alterations to the lecture rooms, offices, and restrooms in the basement of the Chapel must comply fully with the requirements of the ADA. In the interim, if any individual who uses a wheelchair or other mobility device wishes to participate in the physical therapy and other academic programs currently offered in the basement, Chatham University shall ensure that those classes are moved to an accessible location.
D. Ground Floor Lecture Room
There are steps to ground floor lecture room.
There are a pair of doors 27½" in width.
The door hardware is inaccessible. There is thumb latch hardware at exterior.
Remedy:
1. Chatham University agrees to relocate the Physical Therapy and other academic programs currently conducted in the basement of the Chapel to a new accessible location on or before the 2009-2010 academic year. When the current programs are moved to the new accessible location, any alterations to the lecture rooms, offices, and restrooms in the basement of the Chapel must comply fully with the requirements of the ADA. In the interim, if any individual who uses a wheelchair or other mobility device wishes to participate in the physical therapy and other academic programs currently offered in the basement, Chatham University shall ensure that those classes are moved to an accessible location.
IV. Restroom Accessibility
A. Men’s Restroom (Ground Floor)
There is no accessible water closet.
Urinal lip mounted at 24" above floor.
Urinal flush handle mounted 60" above floor.
Lavatories have no wrap at piping.
Mirrors are mounted at 54" above floor.
Soap dispenser mounted at 57" above floor.
Paper towel holder handle mounted 66" above floor.
Remedy:
1. Chatham University agrees to relocate the Physical Therapy and other academic programs currently conducted in the basement of the Chapel to a new accessible location on or before the 2009-2010 academic year. When the current programs are moved to the new accessible location, any alterations to the lecture rooms, offices, and restrooms in the basement of the Chapel must comply fully with the requirements of the ADA. In the interim, if any individual who uses a wheelchair or other mobility device wishes to participate in the physical therapy and other academic programs currently offered in the basement, Chatham University shall ensure that those classes are moved to an accessible location.
B. Women’s Restroom (Ground Floor)

Maneuvering space is inadequate.

Paper towel holder handle mounted 66" above floor.
Remedy:

V. Miscellaneous Accessibility Issues
There are no visual alarms on the floors.
There is no handrail on the wall side of the staircase (East side).
There are no 12" extensions at all exterior stairs and ramp handrails.
There are no 12" extensions at interior stairs.
Remedy:
1. Install visual fire alarms on each floor in accordance with the requirement in paragraph 12 of the Agreement. Standards § 4.28.3.
2. Install handrail on rear exit stairs (North side). Standards §§ 4.9.4, 4.26.
3. Provide 12" extensions at exterior stairs and ramp handrails to main entrance. Standards §§ 4.8.5(2), Fig. 17, § 4.9.4(2).
4. Provide 12" extensions at interior stairs. Standards § 4.9.4(2).
