I. Building Entrance Issues:


            A. Main Entrance to lobby area (E. side of building)

 

Remedy:

 

            1.         Provide directional signage to the accessible entrance. Standards §§ 4.1.3(16)(b), 4.30.1, 4.30.2, 4.30.3, 4.30.5.



            B. Main Ramped Entrance to the lobby area (S. side of bldg.)

 

There are no directional signs to the ramped entrance with power assisted door openers.

 

There is inadequate level maneuvering space.

 

There is a cross slope of 5.5% at entry door exterior.

 

            Remedy:

 

            1.         Take out a portion of the existing ramp to the intended accessible entrance and re-pave it order to eliminate the cross slope which is greater than 3%. Standards §§ 4.8.1, 4.8.2, 4.8.6.

 

            2.         Provide directional signage at the bottom of the ramp that points up to the accessible side entrance. Standards §§ 4.1.3(16)(b), 4.30.1, 4.30.2, 4.30.3, 4.30.5.

 

            3.         The power assisted door openers ameliorate the problem of inadequate level maneuvering space. Standards § 4.13.12.


            C. Secondary Entrance to Lobby (North end of building)

 

Remedy:

 

1.Provide directional signage in that area that points to the accessible side entrance at the other side of the building. Standards §§4.1.3(16)(b), 4.30.1, 4.30.2, 4.30.3, 4.30.5.



II. Accessible Route Issues to Student Spaces:


            Interior routes by floor level


            A. First Floor lobby area


            There are no room signs.


            Remedy:

 

            1.         Provide room signage at the doors in the lobby in accordance with ADA Standards. Standards §§ 4.1.3(16)(a), 4.30.1, 4.30.4, 4.30.5, 4.30.6.         


            B. Theater


                        There are only aisle steps in the interior route.


            There are no room signs.


            Remedy:

 

            1.         Connection of the new wheelchair seating areas with the upper level Theater Lobby gathering space can be accomplished by traveling up the Library elevator, going out the Library front door, turning toward the Theater Lobby and constructing a new accessible ramped connection between the Library porch and the north porch of the Theater Lobby to the north entrance doors.

 

            2.         Provide an accessible entrance at the exterior door on the south side of Eddy Theater to allow wheelchair access to the seating at the intermediate level of the theater in front of the traverse intermediate aisle.

 

            3.         Provide directional signage to the accessible men’s and women’s restrooms located in the Library basement adjacent to the location of the accessible seating.

 

            4.         Provide room signage in accordance with ADA Standards. Standards §§ 4.1.3(16)(a), 4.30.1, 4.30.4, 4.30.5, 4.30.6.          

 

 

            C. Dressing Room

 

There are steps in the aisle that lead to the dressing room at stage level.

 

There are no room signs.

 

Remedy:

 

            1.         Provide room signage at the door leading to the dressing room in accordance with ADA Standards. Standards §§ 4.1.3(16)(a), 4.30.1, 4.30.4, 4.30.5, 4.30.6.

 

III. Primary Student Space Issues:

 

            A. Theater

 

            There are only aisle steps in the interior route.

 

There is no accessible seating, i.e, none of the 285 seats provide for wheelchair and companion seating.

 

            Remedy:

 

            1.         Provide four (4) accessible seats with companion seating in place of existing seating at the intermediate level of the theater in front of the traverse intermediate aisle in accordance with ADA Standards §§ 4.33.1, 4.33.2, 4.33.3.

                        

            B. Dressing Room

 

The door hardware (knob) is inaccessible.

 

            Remedy:

 

            1.         Install accessible door hardware. Standards § 4.13.9.

 

IV. Restroom Accessibility:

 

            A. Men’s Restroom (Lobby)

 

Remedy:

 

            1.         Provide directional signage to a new accessible restrooms in the basement of the Library. Standards §§4.1.3(16)(b), 4.30.1, 4.30.2, 4.30.3, 4.30.5.

 

 

            B. Women’s Restroom (Lobby)

 

There is inadequate maneuvering space (2") at strike side of door.

 

            No room signage at strike side of door.

 

Lavatories set in counter unit without knee space and with knob faucet handles.

 

            Mirror mounted at 42".

 

Paper towel holder handle mounted at 61".

 

            No 5'-0 turning diameter.

 

            Remedy:

 

            1.         Provide directional signage to a new accessible restroom in the basement of the Library.

 

            2.         Add an accessible water fountain in the new restroom to eliminate the need for an accessible water fountain in the lobby. Standards §§ 4.15.2, 4.15.3, 4.15.4, 4.15.5.

 

            C. Dressing Room Toilet

 

There is inadequate maneuvering space. No 5'-0 turning diameter.

 

No grab bars at toilet.

 

            Toilet mounted at 15" above finished floor.

 

            Mirror mounted at 42".

 

            Paper towel holder handle mounted at 61".

 

            No wrap at lavatory.

 

            Door hardware is inaccessible.

 

            Remedy:

 

            1.         Raise the toilet to the requisite height of 17 to 19 inches. Standards § 4.16.3.

 

            2.         Reverse the swing of the door to the toilet room so that it swings out, enabling greater access. Standards § 4.13.6., Fig. 25.

 

            3.         Install grab bars in accordance with ADA Standards. Standards § 4.16.4.

 

            4.         Mount mirror and paper towel holder handle in accordance with ADA Standards. Standards §§ 4.19.1, 4.19.2, 4.19.6.

 

            5.         Provide lavatory wrapping. Standards § 4.19.4.

 

            6.         Provide accessible door hardware. Standards § 4.13.9.

 

V. Miscellaneous Accessibility Issues

 

There is a 16.6% slope at the curb ramp that is intended to provide an accessible route from the accessible parking spaces to the exterior door at south side of building that provides entry to the theater’s intermediate traverse aisle.

 

There is no van accessible parking space in the parking lot next to the side entrance to the theater.

 

There are no 12" extensions on the two sets of exterior handrails on steps leading to the parking lot on the side of the theater.

            

Water fountains are not accessible in lobby area. The water spout is 43" high.

 

            Dressing room make-up counter knee space at 26".

 

Remedy:

 

            1.         Eliminate the 16.6% slope at the curb ramp leading to the exterior door at the side of the theater to provide an accessible route to the theater’s stage entrance. Standards §§ 4.7.2, 4.8.2, Fig. 11.

 

            2.         Make one of the two accessible parking spaces at the side of the theater a van accessible parking space. Standards § 4.1.2(5)(b).

 

            3.         Provide 12" extensions on exterior handrails. Standards § 4.9.4.

 

            4.         Install a new water fountain at lobby level that complies with ADA Standards. Standards §§ 4.15.2, 4.15.3, 4.15.4, 4.15.5, Fig. 27.

 

            5.         Provide the minimum clearance for wheelchair access to dressing room counter top. Standards §§ 4.32.3, 4.32.4.
