I. Building Entrance Issues
Entrance Location
A. Main Front Entrance to First Floor (East side of building)
No directional signage indicating the location of the accessible entrance is provided at this inaccessible entrance.
Remedy:
1. Provide directional signage at the main front entrance pointing to the new accessible approach to the library via the Eddy Theater. Standards §§ 4.30.1, 4.30.2, 4.30.3, 4.30.5.
B. Main Ramped Entrance to First Floor (North end of building)
No International Symbol of Accessibility signage is provided, designating this as an accessible entrance.
The upper segment of the ramp between the intermediate landing and the building entrance contains slopes that vary from 8.9% to 11%.
The 27% slope of the asphalt walkway leading to the ramp exceeds the maximum allowable slope of 8.33%.
Remedy:
1. Provide directional signage at this entrance indicating that access to the library is achieved via the Eddy Theater. Standards §§ 4.30.1, 4.30.2, 4.30.3, 4.30.5.
2. Provide an accessible route to the Library entrance by adding two automatic door openers to the two existing doors at the basement level so as to provide wheelchair access from mid-level floor of the Eddy Theater to the Library basement and elevator access from the basement floor to the main Library entrance. Standards §§ 4.3.9, 4.13.12.
3. Add a new accessible ramp outside the Library entrance that crosses over and connects the Library porch to the Eddy Theater porch to provide an accessible route link between Eddy and the Library. Standards §§ 4.3.7, 4.8.
4. Abandon the accessible parking spaces at the north end of the Library and relocate those accessible parking spaces at the south end of Eddy. Standards § 4.6.
C. Secondary Entrance on First Floor (South end of building)
Remedy:
1. Install a directional sign indicating that the accessible entrance is the main ramped entrance to the first floor on the North end of the building. Standards §§ 4.30.1, 4.30.2, 4.30.3, 4.30.5.
II. Accessible Route Issues to Student Spaces
Interior Routes by Floor Level
A. First Floor (Lobby, Office, Stacks & Computer Access Rooms)
There is no accessible door hardware on the first floor.
Remedy:
1. Install accessible door hardware in place of the knobs on the first floor. Standards § 4.13.9.
B. Second Floor (Stacks, Study Carrels, & Meeting Rooms)
There is no accessible door hardware on the second floor.
Remedy:
1. Install accessible door hardware in place of the knobs on the second floor. Standards § 4.13.9.
C. Third Floor (Stacks, Study Carrels, Meeting Rooms, & Conference Room)
There is no accessible door hardware on the third floor.
Remedy:
1. Install accessible door hardware in place of the knobs on the third floor. Standards § 4.13.9.
III. Primary Student Space Issues
Student Spaces
A. Basement Stacks, Administration & Archives
The door hardware on this floor is inaccessible.
Remedy:
1. Install accessible door hardware on this floor. Standards § 4.13.9.
B. First Floor Lobby, Office, Stacks & Computer Access Rooms
The computer desks on this floor have a 25 ½" knee space.
Remedy:
1. Require at least one computer in each room with computers to have 27" knee space as opposed to 25 ½" knee space. Standards § 4.32.3.
C. Second Floor Stacks
There is a 34" route as opposed to a 36" route at a few stacks on the second floor.
Remedy:
1. Keep the stacks at a 36" clear passage width and provide an accessible route between them. Standards § 4.3.3.
D. Second Floor Meeting Rooms & Study Carrels
The meeting rooms and study carrels on this floor are inaccessible. They have a 24" knee space.
Remedy:
1. Make 5% of all study carrels on this floor accessible and ensure that they are dispersed in accordance with ADA standards. Standards §§ 4.32, 4.1.3(18).
E. Third Floor Meeting Rooms & Study Carrels
The meeting rooms and study carrels on this floor are inaccessible. They have a 24" knee space.
Remedy:
1. Make 5% of all study carrels on this floor accessible and ensure that they are dispersed in accordance with ADA standards. Standards §§ 4.32, 4.1.3(18).
IV. Restroom Accessibility
Student Restrooms
A. Basement Men’s Restroom
The highest operable part of the paper towel dispenser is mounted at 60" above the floor.
The width of the designated accessible toilet stall is not compliant.
The designated accessible toilet stall lacks a door. (All other toilet stalls in this room are equipped with doors.)
No rear or side grab bars are provided at the designated accessible toilet stall.
The centerline of the toilet exceeds 18" from the nearer side wall in the designated accessible toilet stall.
The clear floor space required at the toilet in the designated accessible toilet stall is obstructed by the wall mounted grab bar assembly.
Remedy:
1. Ensure that the men’s restroom is accessible from both the Library basement and Eddy by installing automatic door openers on the two doors that link the Library and Eddy at this level. Standards § 4.13.12.
2. Provide a paper towel dispenser with its highest operable part no higher than 54" above the floor. Standards § 4.27.
3. Provide a designated accessible toilet stall that is at least 60" wide. Standards § 4.17.3, Fig. 30(a).
4. Provide a door, as is present in the adjacent non-designated accessible toilet stalls, at the designated accessible toilet stall. Standards § 4.22.4.
5. Provide a rear grab bar that is at least 36" long, with the closer end no more than 6 inches from the side wall, and a side grab bar that is at least 40" long, with the farther end mounted at least 52 inches from the rear wall and the closer end 12 inches or less from the rear wall; both bars shall be mounted 33" to 36" above the floor, have a diameter between 1¼” and 1½", and be mounted providing 1½" between the grab bar and the wall. Standards §§ 4.16.4, 4.26.2, Fig. 29, Fig. 39.
6. Provide a toilet with its centerline 18" from the nearest side wall. Standards § 4.17.3, Fig. 30(a).
7. Provide a minimum clear floor space of 30" wide by 48" deep at the toilet. Standards § 4.17.3, Fig. 30(a).
B. Basement Women’s Restroom
The highest operable part of the paper towel dispenser is mounted at 65" above the floor.
The feminine product dispenser and the paper towel dispenser are protruding objects.
The clear floor space required at the toilet in the designated accessible toilet stall is obstructed by the wall mounted grab bar assembly.
The designated accessible toilet stall lacks a door. (All other toilet stalls in this room are equipped with doors.)
No rear or side grab bars are provided at the designated accessible toilet stall.
Remedy:
1. Ensure that the women’s restroom is accessible from both the Library basement and Eddy by installing automatic door openers on the two doors that link the Library and Eddy at this level. Standards § 4.13.12.
2. Provide a paper towel dispenser with its highest operable part no higher than 54" above the floor. Standards § 4.27.
3. Provide a circulation path at this location such that no objects with their bottom leading edges measuring between 27" and 80" above the finished floor protrude more than 4 inches. Standards § 4.4.
4. Provide a minimum clear floor space of 30" wide by 48" deep at the toilet. Standards § 4.17.3; Fig. 30(a).
5. Provide a door, as is present in the adjacent non-designated accessible toilet stalls, at the designated accessible toilet stall. Standards § 4.22.4.
6. Provide a rear grab bar that is at least 36" long, with the closer end no more than 6 inches from the side wall, and a side grab bar that is at least 40" long, with the farther end mounted at least 52 inches from the rear wall and the closer end 12 inches or less from the rear wall; both bars shall be mounted 33" to 36" above the floor, have a diameter between 1¼” and 1½", and be mounted providing 1½" between the grab bar and the wall. C. Third Floor Men’s Restroom
Remedy:
1. Install a directional sign indicating that the accessible men’s restroom is in the basement. Standards §§ 4.30.1, 4.30.2, 4.30.3, 4.30.5.
D. Third Floor Women’s Restroom
Remedy:
1. Install a directional sign indicating that the accessible women’s restroom is in the basement. Standards §§ 4.30.1, 4.30.2, 4.30.3, 4.30.5.
V. Miscellaneous Accessibility Issues
Water fountains are not accessible on all four levels.
Telephones are mounted 56" above the floor at the second floor and 60" above the floor at the basement level.
The public telephone in the basement is mounted with a coin slot 53" above the floor, forward approach only.
The lobby check-out counter is 39" in height.
There are no visual or audible signals at elevator, at basement, on second floor, and third floor hoist ways.
The basement administrative office reception counter is 42 ½" in height.
Remedy:
1. Install at least one accessible water fountain on one of the floors in accordance with ADA standards. In the alternative, install a water cooler with a cup dispenser that is accessible to those who use wheelchairs. Standards § 4.15, 4.1.3(10).
2. Provide at least one public telephone in the library that is accessible in accordance with ADA Standards. Standards §§ 4.31.1 et seq.
3. Provide an additional accessible shelf at the lobby check-out counter. Standards §§ 7.2(1), 8.3 .
4. Install visual and audible signals at each elevator hoistway entrance of the basement, second floor, and the third floors in accordance with ADA Standards. Standards § 4.10.4.
5. Provide an auxiliary counter with a maximum height of 34 inches in close proximity to the main counter. Standards § 4.32.4.
