I. Building Entrance Issues
A. Main Entrance (1st Floor, E. side)
First floor entrance ramp has handrail only on one side.
The transition from the asphalt to the ramp is not smooth.
There is a 22.6% slope in the walkway leading to the access ramp.
First floor entry steps and ramp have no extensions at handrails.
There is inadequate maneuvering space at latch side of door. There is 3" space at the latch side.
Light fixture on wall at the top of the ramp is a protruding object.
The telephone at the entrance is not within an accessible reach range.
There are no directional signs to the accessible entrance.
Remedy:
1. Because the slope of the walkway leading to the ramp is too steep, install a new walkway from the upper quad to the ramp that is compliant with ADA Standards and ensure that there is a smooth transition from the walkway to the entrance ramp.
2. Install an automatic door opener in order to resolve the inadequate maneuvering space at the door. Standards § 4.13.12.
3. Move the telephone at the entrance to the other side of the entrance at accessible reach range.
4. Place ashtray under the light at the top of the ramp to resolve the protruding object issue. Standards §§ 4.4.1, 4.4.2.
5. A handrail on other side of entrance ramp is not necessary because the slope is 4.5%. The ramp will be linked to a new walkway that has a slope that is compliant with ADA Standards.
6.Provide directional signage indicating the accessible front entrance. Standards §§4.1.3(16)(b), 4.30.1, 4.30.2, 4.30.3, 4.30.5.
B. Basement Entrance (E. side)
Remedy:
1. Provide directional signage to main accessible entrance. Standards §§ 4.1.3(16)(b), 4.30.1, 4.30.2, 4.30.3, 4.30.5.
C. Basement Entrance at loading dock (S. end )
Remedy:
1. Provide directional signage to main accessible entrance. Standards §§ 4.1.3(16)(b), 4.30.1, 4.30.2, 4.30.3, 4.30.5.
II. Accessible Route Issues to Student Spaces
Interior routes by floor level
A. Basement
The interior route is inaccessible. Access is via stairs only.
The door hardware (knob) is inaccessible.
The door width is not accessible. Doors are invariably less than 36" wide.
There are no room signs.
Remedy:
1. Because this building has steps throughout the interior route from the basement to the third floor, it is entirely inaccessible to persons who use wheelchairs, with the exception of the first floor. Chatham must develop alternatives to barrier removal to ensure that the goods and services of Dilworth are readily available through alternative methods, including relocating activities to accessible locations. See 28 C.F.R. § 36.305.
2. Because the rooms throughout the building do not have the requisite signage, provide room signage in accordance with the ADA Standards. Standards §§ 4.1.3(16)(a), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
B. 1st Floor Offices
The interior route is inaccessible. Access to and from 1st floor is via stairs only.
There are stairs in the 1st floor corridor.
The door hardware (knob) is inaccessible.
The door width is not accessible. Doors are invariably less than 36" wide.
There are no room signs.
Remedy:
1. Install a ramp over the existing stairs to the upper level of 1st floor offices and, if possible, begin the ramp at the existing men’s restroom.
2. Provide accessible door hardware, accessible doors, and room signage as suggested. Standards §§ 4.13.9, 4.13.5. 4.1.3(16)(a), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
C. 2nd and 3rd Floors
The interior route is inaccessible. Access to and from various floors is via stairs only.
The door hardware (knob) is inaccessible.
The door widths are not accessible.
There are no room signs.
Remedy:
1. Provide accessible door hardware and room signage as suggested. Standards §§ 4.13.9, 4.1.3(16)(a), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
III. Primary Student Space Issues
A. 1st Floor Offices
There are 3 riser steps in the corridor.
The door knob hardware is inaccessible.
29" doors are typical.
Remedy:
1. Provide accessible door hardware, accessible doors and room signage as suggested. Standards §§ 4.13.9, 4.13.5, 4.1.3(16)(a), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
B. Basement OT Teaching Lab
The door hardware (knob) is inaccessible.
There is a pair of 25½" doors to the OT Teaching Lab.
The water fountain outside the OT teaching lab is inaccessible
Remedy:
1. Provide accessible door hardware and room signage as suggested. Standards §§ 4.13.9, 4.1.3(16)(a), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
C. Basement OT Library/Skills Lab/Resource Room/Exam Rooms
There are steps to and from the 1st floor
The door hardware (knob) is inaccessible.
There is a pair of 26 ½" doors leading to the Skills Lab.
Remedy:
1. Provide accessible door hardware and room signage as suggested. Standards §§ 4.13.9, 4.1.3(16)(a), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
D. Second Floor Offices
Access to second floor is via steps.
The door hardware (knob) is inaccessible.
Door widths to offices are not accessible.
Remedy:
1. Provide accessible door hardware and room signage as suggested. Standards §§ 4.13.9, 4.1.3(16)(a), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
E. Third Floor Offices
Access to third floor is via steps.
The door hardware (knob) is inaccessible.
Door widths to offices are not accessible.
Remedy:
1. Provide accessible door hardware and room signage as suggested. Standards §§ 4.13.9, 4.1.3(16)(a), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
IV. Restroom Accessibility
A. Men’s Restroom 1st floor
There is no 5' turning diameter; inadequate maneuvering space.
Door hardware (knob) is inaccessible.
Door width inaccessible.
No wrap at lavatory.
No grab bars at water closet.
Mirror mounted 55" above floor.
Paper towel holder handle mounted at 60" above floor.
The towel dispenser is a protruding object.
Remedy:
1.Because each of the 3 restrooms on the 1st floor is inaccessible due to the width of the doors and other features, provide one unisex restroom complying with the ADA Standards.
B. Women’s Restroom 1st floor (North)
There is no 5' turning diameter; inadequate maneuvering space
Entry door 29" wide; door width inaccessible;
The space between the entry doors in series is only 2".
No grab bars at water closet.
No wrap at lavatory.
Mirror at lavatory mounted 56" above floor.
Paper towel holder handle mounted at 66" above floor.
Mirror at vanity mounted at 42" above floor.
Remedy:
1. See remedy listed in Part IV. A. 1.
C. Women’s Restroom 1st floor (South)
Entry door 29" in width with 10" latch side maneuvering space.
No wrap at lavatories.
No grab bars at water closets.
No grab bars at bath tub.
Remedy:

D. Men’s Restroom 2nd floor
Remedy:
1. Install directional signage to an accessible restroom. Standards §§ 4.1.3(16)(b), 4.30.1, 4.30.2, 4.30.3, 4.30.5.
E. Women’s Restroom 3rd Floor
Remedy:
1. Install directional signage to an accessible restroom. Standards §§ 4.1.3(16)(b), 4.30.1, 4.30.2, 4.30.3, 4.30.5.
V. Miscellaneous Accessibility Issues
No 12" extensions at interior stair handrails, all levels.
Drinking fountains are not accessible on all 4 levels.
No visual alarms in classrooms and teaching labs.
Signage on face of doors throughout building, not on latch side of door;
No braille signage on all 4 levels in accordance with ADA Standards
TV mounted in Seminar Room # 5 is a protruding object.
Remedy:
1. Install 12" extensions at ramp and at interior stair handrails, all levels. Standards §§ 4.8.5(2), Fig. 17; 4.9.4(2).
2. Install accessible water fountain on the first floor in accordance with ADA standards. Standards §§ 4.15.1, 4.15.2, 4.15.3, 4.15.4, 4.15.5.
3. Install visual fire alarms in classrooms and teaching labs in accordance with the requirement in paragraph 12 of the Agreement. Standards § 4.28.3.
4. Provide room signage throughout building at all 4 levels at location required by ADA Standards. No raised or brailled character type of signage on all 4 levels. Standards §§ 4.1.3(16)(a), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
5. Remount TV in Seminar Room # 5 (3rd floor) to avoid presenting a protruding object or put a block below to signal those with visual impairment using a cane. Standards §§ 4.4.1, 4.4.2.
6. Ensure that students who use wheelchairs and others with reach range difficulties are assigned mailboxes at an accessible level. Likewise, ensure that such students are assigned lockers that are accessible.
