Attachment L: Access to City of Tucson Programs Housed in Others' Facilities

Access to City Programs Housed in Others' Facilities: In order to ensure that the City's programs, services, and activities that are the subject of this Agreement and that are operated by the City at facilities owned or controlled by other entities, when viewed in its entirety, are readily accessible to and usable by persons with mobility impairments, the City will take the following actions:

1. Within three months of the effective date of this Agreement, the City will implement and report to the Department its written plan regarding how the City's programs, activities, and services, including polling and KIDCO, will be made accessible to persons with disabilities at Desert Willow Elementary School, located at 9400 East Esmond Loop:

a. Parking: The van accessible parking space does not have vertical signage and the signage for the other designated accessible parking spaces is mounted too low. At all spaces designated as reserved for persons with disabilities, provide vertical signs with the International Symbol of Accessibility located such that they cannot be obstructed by parked vehicles. At van accessible spaces, provide an additional "Van-Accessible" sign located below the International Symbol of Accessibility. Standards §§ 4.6.4, 4.30.7(1).

b. Accessible Route: The curb cut from the parking lot to the sidewalk has a slope of between 5.4 and 6.9 degrees, and the flared sides have slopes of 9.8 and 10.3 degrees. Provide a curb ramp that is at least 36 inches wide, has a maximum slope of 1:12 (4.76 degrees), is located so that it cannot be obstructed by parked vehicles, and has a stable, firm, and slip-resistant surface with a detectable warning extending the full width and depth of the ramp. If the curb ramp is located where pedestrians must walk across it, provide either flared sides (with a maximum slope of 1:10 (5.71 degrees)) or handrails or guardrails to protect against cross traffic. Standards § 4.3.8, 4.7, Fig. 12.

c. Multipurpose Room Toilet Rooms (where KIDCO takes place)

i. The lavatories in the boys' and girls' toilet rooms have hot water pipes that are not insulated or otherwise configured to protect against contact. In each, provide hot water and drain pipes that are insulated or otherwise configured to protect against contact. Standards § 4.19.4.

ii. The flush control on the toilet in the designated accessible stall in the girls' toilet room is on the closed side. Provide a flush control mounted on the "open" side of the toilet's clear floor space; 44 inches or less above the finished floor; and requiring a maximum of 5 pounds of force to operate; or provide an automatic flush device. Standards §§ 4.16.5, 4.17.2, 4.27.4.

2. Within three months of the effective date of this Agreement, the City will implement and report to the Department its written plan regarding how the City's programs, activities, and services will be made accessible to persons with disabilities at the Employment Center and Human Resources Office, located at 10 East Broadway:

a. Entrances: There is no directional signage at the inaccessible entrance. Provide accessible directional signage with the International Symbol of Accessibility at inaccessible entrances directing users to the accessible entrance, and provide accessible signage with the International Symbol of Accessibility at all permanent accessible entrances. Standards §§ 4.1.3(8)(d), 4.13, 4.30.

b. Drinking Fountains: On the first floor, there is no taller fountain for persons who have difficulty bending or stooping. For each accessible drinking fountain, provide a drinking fountain that is accessible to people who have difficulty bending or stooping. This can be accommodated by the use of a "hi-lo" fountain; by providing one fountain accessible to those who use wheelchairs and one fountain at a standard height convenient for those who have difficulty bending; by providing a fountain accessible to people who use wheelchairs and a cup dispenser, or by such other means as would achieve the required accessibility for each group of people. Standards § 4.1.3(10)(a).

c. Elevator

i. There is no audible hall arrival signal and no audible information regarding car direction. Provide hall lanterns at each hoistway entrance that emit a visible and audible signal indicating which car is answering a call. Ensure that audible signals sound once for the up direction and twice for the down direction or have verbal annunciators that say "up" or "down;" and that visible signals are mounted so that their centerline is at least 72 inches above the lobby floor, they are at least 2½ inches in the smallest dimension, and they are visible from the vicinity of the hall call button. Lanterns located in cars, visible from the vicinity of hall call buttons, and conforming to the above requirements, are acceptable. Standards § 4.10.4, Fig. 20.

ii. There is no hoistway signage provided. Provide signage at hoistway entrances with raised and Braille floor designations on both jambs such that the centerline of the characters is 60 inches above the finished floor and the characters are 2 inches high. Standards § 4.10.5, Fig. 20.

iii. There is no door protective and reopening device and the elevator doors begin to close 3 seconds after notification that a car is answering a call. Provide doors that open and close automatically with a reopening device that will stop and reopen the car door and hoistway door automatically if the door becomes obstructed by an object or person. Ensure that the device is capable of completing these operations without requiring contact for obstructions passing through the opening at heights of 5 inches and 29 inches above the finished floor; that door reopening devices remain effective for at least 20 seconds, after which the doors may close; that the minimum time from notification that a car is answering a call until the doors of that car start to close is 5 seconds; and that the minimum time for elevator doors to remain fully open in response to a car call is 3 seconds. Standards §§ 4.10.6, 4.10.7, 4.10.8, Figs. 20, 21.

iv. The main entry floor call button is not designated by a raised star and button visual indicators do not go out when a call is answered. Provide car control buttons that are at least ¾ inch in their smallest dimension and are raised or flush and that are designated by Braille and by raised standard alphabet characters for letters, arabic characters for numerals, or standard symbols. Ensure that the call button for the main entry floor is designated by a raised star at the left of the floor designation; that all raised designations for control buttons are placed immediately to the left of the buttons to which they apply; that floor buttons are provided with visual indicators to show when each call is registered and are extinguished when each call is answered. Standards § 4.10.12, Fig. 23.

v. Although emergency communications are provided, they require voice communication and the door to the emergency communications equipment requires tight grasping or pinching. Provide a two-way communication system such that it does not require voice communication, and it is identified by a raised symbol and lettering located adjacent to the device. If the system uses a handset, ensure that the length of the cord from the panel to the handset is at least 29 inches. If the system is located in a closed compartment, ensure that the compartment door hardware operates without tight grasping, pinching or twisting of the wrist. Standards § 4.10.14.

d. Lower Level Toilet Rooms

i. The toilet room signs are mounted on the door and do not have raised characters or Braille. Provide a toilet room sign with raised and Braille characters mounted on the wall adjacent to the latch side of the door with the centerline of the sign 60 inches above the finished floor and situated such that a person can approach within 3 inches of the sign without encountering an obstruction or standing within a door swing. Standards §§ 4.1.2(7)(d), 4.30.1, 4.30.4, 4.30.5, 4.30.6.

ii. The pressure required to open both toilet room doors is 12 pounds. Provide a door to each room that requires no more than 5 pounds of force to open. Standards § 4.13.11(2)(b).

iii. Although the facility contains an emergency alarm system, there is no visual alarm provided in either toilet room. Provide a visual alarm appliance in the toilet room. Standards §§ 4.28.1, 4.28.3.

iv. No accessible mirror has been provided in either toilet room. Provide a mirror with the bottom edge of its reflecting surface no more than 40 inches above the finished floor. Standards § 4.19.6.

v. There is no accessible coat hook at the accessible toilet in the women's toilet room. Provide a coat hook at a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards §§ 4.25.2, 4.25.3, 4.2.4, 4.2.5, 4.2.6.

vi. The seat cover dispenser in each toilet room is mounted 61½ inches above the finished floor. In each room, provide a seat cover dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards §§ 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6.

vii. The lavatory pipes in each toilet room are not insulated or otherwise configured to protect against contact. Provide hot water and drain pipes that are insulated or otherwise configured to protect against contact. Standards § 4.19.4.

viii. The height of the toilet seat in each designated accessible stall is 23 inches above the finished floor. In each accessible stall, provide a toilet with a seat that measures 17 to 19 inches above the finished floor. Standards §§ 4.16.3, 4.17.2, Fig. 30(d).

ix. The toilet centerline in the men's designated accessible stall is 20 inches from the wall, and the toilet centerline in the women's designated accessible stall is 20½ inches from the wall. In each accessible stall, provide a toilet with a centerline that measures 18 inches from the near side wall. Standards § 4.17.3, Fig. 30.

x. The flush control on the toilet in the designated accessible stall in the women's toilet room is on the closed side. Provide a flush control mounted on the "open" side of the toilet's clear floor space; 44 inches or less above the finished floor; and requiring a maximum of 5 pounds of force to operate; or provide an automatic flush device. Standards §§ 4.16.5, 4.17.2, 4.27.4.

xi. The toilet paper dispenser in each designated accessible stall is mounted more than 36 inches from the rear wall. In each accessible stall, provide a toilet paper dispenser that is mounted with its top at least 1½ inches under the side grab bar and 36 inches or less from the rear wall and is centered at least 19 inches above the finished floor. Standards § 4.17.3, Fig. 30(d).

xii. The side grab bar in the designated accessible stall in the men's toilet room is mounted with its far end 50 inches from the rear wall, and the side grab bar in the designated accessible stall in the women's toilet room is mounted with its far end 49 inches from the rear wall. In each accessible stall, provide a side grab bar that is at least 40 inches in overall length, with the far end mounted at least 52 inches from the rear wall and the closer end 12 inches or less from the rear wall. Standards § 4.17.6, Figs. 30(a), (d).

e. Assembly Areas: The Ocotillo, Agave, and Saguaro Rooms do not have assistive listening systems installed, nor is a portable device available upon request. Provide a permanently installed assistive listening system (ALS) or a portable ALS with an adequate number of electrical outlets or other supplementary wiring necessary to support a portable assistive listening system. Also provide for use by the general public receivers equal in number to 4% of the total number of seats in each room and provide signage indicating their availability. Standards §§ 4.30, 4.33.

f. Telephone: The lobby telephone has a counter 40½ inches high, a coin slot more than 54 inches high, and no volume control. Provide an accessible telephone with a clear floor space of at least 30 inches by 48 inches that allows either a forward or parallel approach by a person using a wheelchair such that bases, enclosures, and fixed seats do not impede approaches to the telephone; with the highest operable part of the telephone mounted no more than 48 inches above the floor for a front approach or no more than 54 inches above the floor for a side approach; that is hearing aid compatible and has a volume control mechanism; with telephone books, if provided, located between 15 and 48 inches above the finished floor for a front approach or between 9 and 54 inches above the finished floor for a side approach; with a cord of at least 29 inches long from the telephone to the handset; and with signage that complies with the Standards. Standards §§ 4.31, 4.30.7(2).

g. Accessible Route: The telephone and the gun storage box next to it both protrude into the main walkway and would not be detectable to a blind person using a cane. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards § 4.4.

3. Within three months of the effective date of this Agreement, the City will implement and report to the Department its written plan regarding how the City's programs, activities, and services, including polling and KIDCO, will be made accessible to persons with disabilities at Henry Elementary School, located at 650 North Igo Way:

a. Parking: The van accessible parking reserved for persons with disabilities lacks the appropriate signage. At van accessible spaces, provide a "Van-Accessible" sign located below the International Symbol of Accessibility such that the sign cannot be obstructed by vehicles parked in the space. Standards §§ 4.6.4, 4.30.7(1).

4. Within three months of the effective date of this Agreement, the City will implement and report to the Department its written plan regarding how the City's programs, activities, and services will be made accessible to persons with disabilities at the MacArthur Building, located at 345 East Toole Avenue:

a. Entrance: The entrance door thumb latch hardware is not easy to use with one hand and requires tight grasping, pinching or twisting of the wrist to operate. Provide a door with hardware that is easy to grasp with one hand and that does not require tight grasping, pinching, or twisting of the wrist to operate. Lever-operated mechanisms, push-type mechanisms, and U-shaped handles are acceptable designs. Standards § 4.13.9.

b. Third Floor Information Counter

i. The counter is more than 36 inches high. Provide a counter on an accessible route such that a portion of the counter is at least 36 inches wide and no more than 36 inches above the finished floor, or provide an auxiliary counter with a maximum height of 36 inches in close proximity to the main counter, or provide equivalent facilitation. Equivalent facilitation may be provided in the form of a folding shelf attached to the main counter, an auxiliary table nearby, a clip board made available to the public, or other means. Standards §§ 7.2(2), 4.3.

ii. The counter shelf protrudes into the main walkway and would not be detectable to a blind person using a cane. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards § 4.4.

c. Third Floor Toilet Rooms with Stalls

i. The toilet room signs are mounted on the doors and do not have raised characters or Braille. For each room, provide a toilet room sign with raised and Braille characters mounted on the wall adjacent to the latch side of the door with the centerline of the sign 60 inches above the finished floor and situated such that a person can approach within 3 inches of the sign without encountering an obstruction or standing within a door swing. Standards §§ 4.1.2(7)(d), 4.30.1, 4.30.4, 4.30.5, 4.30.6.

ii. The entrance door to each toilet room requires 11 pounds of force to open. For each room, provide a door that requires no more than 5 pounds of force to open. Standards § 4.13.11(2)(b).

iii. No accessible mirror has been provided in either toilet room. In each room, provide a mirror with the bottom edge of its reflecting surface no more than 40 inches above the finished floor. Standards § 4.19.6.

iv. The sanitary napkin dispenser in the women's toilet room is mounted with its controls 57½ inches above the finished floor. Provide a sanitary napkin dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards §§ 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6.

v. The sanitary napkin dispenser in the women's toilet room is a protruding object that is not cane-detectable. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards § 4.4.

vi. The bottom edge of the lavatory apron in each toilet room is 28 inches high. In each room, provide a lavatory with the top of its rim or counter 34 inches or less above the finished floor; the bottom edge of the apron at least 29 inches above the finished floor; and knee and toe clearances that comply with Fig. 31. Standards § 4.19.2, Fig. 31.

viii. The flush control on the toilet in both designated accessible stalls is on the closed side. In each accessible stall, provide a flush control mounted on the "open" side of the toilet's clear floor space; 44 inches or less above the finished floor; and requiring a maximum of 5 pounds of force to operate; or provide an automatic flush device. Standards §§ 4.16.5, 4.17.2, 4.27.4.

ix. No accessible coat hook has been provided in the women's toilet room. Provide a coat hook at a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards §§ 4.25.2, 4.25.3, 4.2.4, 4.2.5, 4.2.6.

x. The toilet centerline in the men's toilet room is 26½ inches from the side wall. Provide a toilet with a centerline that measures 18 inches from the near side wall. Standards § 4.17.3, Fig. 30.

xi. The door to the men's toilet stall has twist hardware. Provide a door with hardware usable with one hand and without tight grasping, pinching, or twisting of the wrist. Lever-operated, push-type, and U-shaped handles are acceptable designs. Standards § 4.13.9.

xii. The toilet paper dispenser in the designated accessible stall in the women's toilet room is mounted 42 inches from the rear wall, and the toilet paper dispenser in the men's toilet room is mounted 43 inches from the rear wall. In each accessible stall, provide a toilet paper dispenser that is mounted with its top at least 1½ inches under the side grab bar and 36 inches or less from the rear wall and is centered at least 19 inches above the finished floor. Standards § 4.17.3, Fig. 30(d).

xiii. The side grab bar in the women's designated accessible stall is mounted with its far end 50 inches from the rear wall, and the toilet seat cover dispenser is mounted 1 inch above the grab bar. Provide a side grab bar that is at least 40 inches in overall length, with the far end mounted at least 52 inches from the rear wall and the closer end 12 inches or less from the rear wall; and mounted with at least 1½ inches between the grab bar and any other object. Standards §§ 4.17.6, 4.26.2, Figs. 30(a), (d).

d. Elevator

i. The hall audible signals do not indicate the direction of the elevator car. Provide hall lanterns at each hoistway entrance that emit a visible and audible signal indicating which car is answering a call. Ensure that audible signals sound once for the up direction and twice for the down direction or have verbal annunciators that say "up" or "down;" and that visible signals are mounted so that their centerline is at least 72 inches above the lobby floor, they are at least 2½ inches in the smallest dimension, and they are visible from the vicinity of the hall call button. Lanterns located in cars, visible from the vicinity of hall call buttons, and conforming to the above requirements, are acceptable. Standards § 4.10.4, Fig. 20.

ii. After reopening due to an obstruction, the elevator doors remain open for only 3 seconds. Provide doors that open and close automatically with a reopening device that will stop and reopen the car door and hoistway door automatically if the door becomes obstructed by an object or person. Ensure that the device is capable of completing these operations without requiring contact for obstructions passing through the opening at heights of 5 inches and 29 inches above the finished floor; that door reopening devices remain effective for at least 20 seconds, after which the doors may close; that the minimum time from notification that a car is answering a call until the doors of that car start to close is 5 seconds; and that the minimum time for elevator doors to remain fully open in response to a car call is 3 seconds. Standards §§ 4.10.6, 4.10.7, 4.10.8, Figs. 20, 21.

iii. The elevator has no audible car position indicator. Provide a car position indicator that emits an audible and visual signal as the car passes or stops at a floor served by the elevator. Standards § 4.10.13.

iv. Although emergency communications are provided, the system is not identified by a raised symbol and lettering, and the system requires voice communication. Provide a two-way communication system such that it does not require voice communication, the highest operable part is a maximum of 48 inches above the finished floor of the car, and it is identified by a raised symbol and lettering located adjacent to the device. Standards § 4.10.14.

e. Drinking Fountains

i. The spout on the 2^nd floor drinking fountain is 39 inches high. Provide a fountain that has a spout height no higher than 36 inches, measured from the finished floor or ground surface to the spout outlet, and that otherwise complies with the Standards. Standards §§ 4.15, 4.27.4, Fig. 27.

ii. On the 2^nd and 3^rd floors, there is no fountain for people who have difficulty bending or stooping. For each lower drinking fountain, provide a drinking fountain that is accessible to people who have difficulty bending or stooping. This can be accommodated by the use of a "hi-lo" fountain; by providing one fountain accessible to those who use wheelchairs and one fountain at a standard height convenient for those who have difficulty bending; by providing a fountain accessible to people who use wheelchairs and a cup dispenser, or by such other means as would achieve the required accessibility for each group of people. Standards § 4.1.3(10)(a).

iii. The drinking fountains on the 2^nd and 3^rd floors protrude into the main walkway and would not be detectable to a blind person using a cane. Provide an accessible route at these locations such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards § 4.4.

5. Within three months of the effective date of this Agreement, the City will implement and report to the Department its written plan regarding how the City's programs, activities, and services, including polling and KIDCO, will be made accessible to persons with disabilities at Mesquite Elementary School, located at 9455 East Rita Road:

a. Parking

i. Four of the parking spaces reserved for persons with disabilities are narrower than 96 inches and the van accessible space has an access aisle that is only 92 inches wide. Provide designated accessible parking spaces that are a minimum of 96 inches wide and served by access aisles at least 60 inches wide. Provide van accessible spaces that are a minimum of 96 inches wide and served by access aisles at least 96 inches wide. Standards §§ 4.1.2(5), 4.6.3, Fig.9.

ii. The signage designating parking as reserved for persons with disabilities can be obstructed by parked vehicles. At each space designated as reserved for persons with disabilities, provide a vertical sign with the International Symbol of Accessibility located such that it cannot be obstructed by vehicles parked in the space. Standards §§ 4.6.4, 4.30.7(1).

6. Within three months of the effective date of this Agreement, the City will implement and report to the Department its written plan regarding how the City's programs, activities, and services will be made accessible to persons with disabilities at the Pioneer Building, located at 100 North Stone Avenue:

a. Elevators

i. The elevator for floors 1-5 has hall audible signals that do not distinguish between up and down. Provide hall lanterns at each hoistway entrance that emit a visible and audible signal indicating which car is answering a call. Ensure that audible signals sound once for the up direction and twice for the down direction or have verbal annunciators that say "up" or "down." Standards § 4.10.4, Fig. 20.

ii. Both elevators are missing hoistway signage that is on both sides of the hoistway. Provide signage at hoistway entrances with raised and Braille floor designations on both jambs such that the centerline of the characters is 60 inches above the finished floor and the characters are 2 inches high. Standards § 4.10.5, Fig. 20.

iii. Both elevators have door protective and reopening devices that, after reopening due to an obstruction, stay open for only 3 seconds. Provide doors that open and close automatically with a reopening device that will stop and reopen the car door and hoistway door automatically if the door becomes obstructed by an object or person. Ensure that door reopening devices remain effective for at least 20 seconds, after which the doors may close. Standards §§ 4.10.6, 4.10.7, 4.10.8, Figs. 20, 21.

b. Drinking Fountain: Although a lower fountain is provided on the 2^nd floor, there is no drinking fountain provided for people who have difficulty bending or stooping. Provide a drinking fountain that is accessible to people who have difficulty bending or stooping. This can be accommodated by the use of a "hi-lo" fountain; by providing one fountain accessible to those who use wheelchairs and one fountain at a standard height convenient for those who have difficulty bending; by providing a fountain accessible to people who use wheelchairs and a cup dispenser, or by such other means as would achieve the required accessibility for each group of people. Standards § 4.1.3(10)(a).

c. Second Floor Toilet Rooms

i. In each, there is inadequate maneuvering clearance on the pull/ latch side of the door, which requires a forward approach. For each, on the pull side of the door, provide maneuvering clearance at least 60 inches deep and provide a minimum of 18 inches (24 inches is preferred) of maneuvering clearance on the latch side of the door. Standards § 4.13.6, Fig. 25(a).

ii. The entrance door to the women's toilet rooms requires 10 pounds of force to open, and the entrance door to the men's toilet rooms requires 9 pounds of force to open. For each room, provide a door that requires no more than 5 pounds of force to open. Standards § 4.13.11(2)(b).

iii. The toilet seat cover dispensers are mounted 55½ to 56 inches high over the toilet in each designated accessible stall. In each room, provide a seat cover dispenser such that the controls comply with Fig. 5 for a forward reach or with Fig. 6 for a side reach and such that it is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach, respectively, by a person using a wheelchair. Standards §§ 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6.

iv. The toilet in the designated accessible stall is 19 inches from the wall in the women's toilet room and 20 inches from the wall in the men's toilet room. In each accessible stall, provide a toilet with a centerline that measures 18 inches from the near side wall. Standards § 4.17.3, Fig. 30.

d. Sixth Floor Toilet Rooms

i. No accessible mirror has been provided in either toilet room. In each room, provide a mirror with the bottom edge of its reflecting surface no more than 40 inches above the finished floor. Standards § 4.19.6.

ii. The lavatory pipes in the men's toilet room are not insulated or otherwise configured to protect against contact. Provide hot water and drain pipes that are insulated or otherwise configured to protect against contact. Standards § 4.19.4.

iii. There is no stall that is accessible to wheelchair users in either toilet room. In each room, provide a "standard" accessible toilet stall at least 60 inches wide and at least 59 inches deep (or at least 56 inches deep with a wall-mounted toilet) such that all of the stall's elements, including stall door, stall door hardware, water closet, size and arrangement, toe clearances, grab bars, controls, and dispensers, comply with the Standards. Alternatively, provide a program access solution. Standards §§ 4.13, 4.16, 4.17, 4.26, 4.27, Fig. 30.

e. Offices

i. The counter in the 2^nd floor Channel 12 office is 43½ inches high. Provide a counter on an accessible route such that a portion of the counter is at least 36 inches wide and no more than 36 inches above the finished floor, or provide an auxiliary counter with a maximum height of 36 inches in close proximity to the main counter, or provide equivalent facilitation. Equivalent facilitation may be provided in the form of a folding shelf attached to the main counter, an auxiliary table nearby, a clip board made available to the public, or other means. Standards §§ 7.2(2), 4.3.

ii. The counter in the 2^nd floor Environmental Services office is 42½ inches high. Provide a counter on an accessible route such that a portion of the counter is at least 36 inches wide and no more than 36 inches above the finished floor, or provide an auxiliary counter with a maximum height of 36 inches in close proximity to the main counter, or provide equivalent facilitation. Equivalent facilitation may be provided in the form of a folding shelf attached to the main counter, an auxiliary table nearby, a clip board made available to the public, or other means. iii. The counter in the 6^th floor Equal Opportunity Office is 42 inches high. Provide a counter on an accessible route such that a portion of the counter is at least 36 inches wide and no more than 36 inches above the finished floor, or provide an auxiliary counter with a maximum height of 36 inches in close proximity to the main counter, or provide equivalent facilitation. Equivalent facilitation may be provided in the form of a folding shelf attached to the main counter, an auxiliary table nearby, a clip board made available to the public, or other means. iv. The pamphlet holder in the 6^th floor Equal Opportunity Office is mounted 68 inches high to the top and over a table. Provide pamphlets such that they comply with Fig. 5 for a forward reach or with Fig. 6 for a side reach and such that it is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach, respectively, by a person using a wheelchair.
