Attachment I: Modifications to Newly Constructed Facilities
Please Note: Paragraph 37 of the Settlement Agreement requires that within three months of the effective date of this Agreement, the City will provide signage as necessary to comply with 28 C.F.R. ' 35.163(b), after having surveyed all facilities that are the subject of this Agreement for the purpose of identifying those that have multiple entrances not all of which are accessible.
In order to ensure that the following spaces and elements in City facilities, for which construction was commenced after January 26, 1992, are readily accessible to and usable by persons with disabilities, the City will take the following actions:
1. Within 18 months of the effective date of this Agreement, the City will complete the following modifications to the City of Tucson Resource Campus, Community Resources - Santa Rita Building, located at 310 North Commerce Park Loop:
a. Parking: Although adequate spaces are designated as accessible for persons with disabilities, the vertical signs with the International Symbol of Accessibility are too low and can be obstructed by parked vehicles. On the shortest accessible route to the accessible entrance, provide 2 van accessible spaces and 7 standard spaces designated as reserved for people with disabilities. Ensure that standard accessible spaces are a minimum of 96 inches wide and served by access aisles at least 60 inches wide. Ensure that van accessible spaces are a minimum of 96 inches wide and served by access aisles at least 96 inches wide. At all spaces designated as reserved for persons with disabilities, provide vertical signs with the International Symbol of Accessibility located such that they cannot be obstructed by parked vehicles. At van accessible spaces, provide an additional AVan-Accessible@ sign located below the International Symbol of Accessibility. Ensure that all spaces and access aisles for persons with disabilities are flat and level, with slopes and cross-slopes not exceeding 1:50 in all directions, and that their surfaces are firm, stable, and slip-resistant. Standards '' 4.1.2(5), 4.6, 4.30.7(1).
b. Accessible Route: There is a moveable table in the employee route narrowing the width of the route to 26 2 inches. Provide an accessible route with a minimum clear width of 36 inches, except at doors, where the width may decrease to 32 inches. Standards '' 4.3.3, 4.13.5.Standards '' 4.1.3(1), 4.3.3, 4.13.5.
c. Elevator: The elevator is inaccessible because the door protective and reopening device does not: open and close automatically; automatically reopen if obstructed; automatically open without contact if obstructed and stay open for at least 20 seconds after opening; and the door to the emergency communications device requires tight grasping or pinching to open. Provide doors that open and close automatically with a reopening device that will stop and reopen the car door and hoistway door automatically if the door becomes obstructed by an object or person. Ensure that the device is capable of completing these operations without requiring contact for obstructions passing through the opening at heights of 5 inches and 29 inches above the finished floor; that door reopening devices remain effective for at least 20 seconds, after which the doors may close; that the minimum time from notification that a car is answering a call until the doors of that car start to close is 5 seconds; and that the minimum time for elevator doors to remain fully open in response to a car call is 3 seconds. Provide a two-way communication system such that it does not require voice communication, the highest operable part is a maximum of 48 inches above the finished floor of the car, and it is identified by a raised symbol and lettering located adjacent to the device. If the system uses a handset, ensure that the length of the cord from the panel to the handset is at least 29 inches. If the system is located in a closed compartment, ensure that the compartment door hardware operates without tight grasping, pinching or twisting of the wrist. Standards ' 4.10.14, 4.1.3(5), 4.10.6, 4.10.7, 4.10.8, Figs. 20, 21.
d. Offices and Counters
i. Rent Payment Office (Second Floor)
(1) The service counter is 38 3 above the finished floor and no equivalent facilitation is provided. Provide a counter on an accessible route such that a portion of the counter is at least 36 inches wide and no more than 36 inches above the finished floor. Standards '' 4.1.1(2), 7.2(1), 4.1.3(1), 4.3.
(2) The lowest pamphlets on the rack on the wall are 58 inches above the finished floor. Provide all pamphlets within the reach ranges of persons with disabilities, that is, with a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6.
e. First Floor Unisex, Single-User Toilet Rooms
i. Section 8 Lobby (TR#1)
(1) No accessible coat hook has been provided. Provide a coat hook at a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(12)(a), 4.25.2, 4.25.3, 4.2.4, 4.2.5, 4.2.6.
(2) The overall length of the rear grab bar is 30 inches and the distance of its farther end to the side wall is 34 inches. Provide a rear grab bar that is at least 36 inches in overall length with the closer end no more than 6 inches from the side wall. Standards '' 4.1.3(11), 4.22.4, 4.16.4, Fig. 29.
ii. Employee Office Area (TR#2)
(1) The toilet seat cover dispenser and soap dispenser are inaccessible. Provide a toilet seat cover dispenser and soap dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6, Fig. 4.
iii. Between Janitor=s Closet and TR#2 (TR#3)
(1) This toilet room is inaccessible to people using wheelchairs. Provide an accessible toilet room at this location such that all of the room=s elements, including signage, door, door hardware, clear floor space, water closet, urinal (if provided), grab bars, lavatory, mirror, controls, and dispensers, comply with the Standards. Standards '' 4.1.3(11), 4.22, 4.13, 4.16, 4.18, 4.19, 4.26, 4.27, 4.30, Figs. 28, 29.
iv. Across from Senior Project Coordinator (TR# 4)
(1) The coat hook is inaccessible. Provide a coat hook at a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(12)(a), 4.25.2, 4.25.3, 4.2.4, 4.2.5, 4.2.6.
(2) The toilet seat cover dispenser is inaccessible. Provide a toilet seat cover dispenser such that the controls comply with Fig. 5 for a forward reach or with Fig. 6 for a side reach and such that it is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach, respectively, by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6.
(3) The soap dispenser is 50 2 inches above the finished floor and requires a forward reach. Provide a soap dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6.
(4) The lavatory faucet has knob hardware that requires tight grasping, pinching or twisting of the wrist to operate. Provide a lavatory with a faucet that can be operated with 5 pounds of force or less and can be used with one hand and without tight grasping, pinching, or twisting of the wrist (lever-operated, push-type, and electronically controlled mechanisms are examples of acceptable designs). Standards '' 4.1.3(11), 4.22.6, 4.19.5, 4.27.4.
(5) The overall length of the rear grab bar is 30 inches. Provide a rear grab bar that is at least 36 inches in overall length with the closer end no more than 6 inches from the side wall. Standards '' 4.1.3(11), 4.22.4, 4.16.4, Fig. 29.
v. Across from Senior Project Coordinator - Between TR# 4 and the wall (TR# 5)
(1) This toilet room is inaccessible to people using wheelchairs. Provide an accessible toilet room at this location such that all of the room=s elements, including signage, door, door hardware, clear floor space, water closet, urinal (if provided), grab bars, lavatory, mirror, controls, and dispensers, comply with the Standards. Standards '' 4.1.3(11), 4.22, 4.13, 4.16, 4.18, 4.19, 4.26, 4.27, 4.30, Figs. 28, 29.
vi. Inside Housing Quality Standards Inspections (TR #s 6 and 7)
(1) Both of these toilet rooms are inaccessible to people using wheelchairs. Provide accessible toilet rooms at each of these locations such that all of the rooms= elements, including signage, door, door hardware, clear floor space, water closet, urinal (if provided), grab bars, lavatory, mirror, controls, and dispensers, comply with the Standards. Standards '' 4.1.3(11), 4.22, 4.13, 4.16, 4.18, 4.19, 4.26, 4.27, 4.30, Figs. 28, 29.
vii. Next to Housing Assistance Supervisor (TR# 8)
(1) The toilet seat cover dispenser is inaccessible. Provide a toilet seat cover dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6, Fig. 4.
(2) The toilet centerline is 19 inches from the side wall. Provide a toilet with a centerline that measures 18 inches from the near side wall. Standards '' 4.1.3(11), 4.22.4, 4.16.2, Fig. 28. [1]
(3) The overall length of the rear grab bar is 30 inches. Provide a rear grab bar that is at least 36 inches in overall length with the closer end no more than 6 inches from the side wall. Standards '' 4.1.3(11), 4.22.4, 4.16.4, Fig. 29.
f. Second Floor Unisex, Single-User Toilet Rooms
i. Across from Reception and Next to Janitor=s Closet (TR# 9)
(1) The coat hook is inaccessible. Provide a coat hook at a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(12)(a), 4.25.2, 4.25.3, 4.2.4, 4.2.5, 4.2.6.
(2) The toilet seat cover dispenser is inaccessible. Provide a toilet seat cover dispenser such that the controls comply with Fig. 5 for a forward reach or with Fig. 6 for a side reach and such that it is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach, respectively, by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6.
(3) The soap dispenser is 51 inches above the finished floor and requires a forward reach. Provide a soap dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6.
(4) The toilet is inaccessible because its centerline measures 17 inches from the side wall. Provide a toilet with a centerline that measures 18 inches from the near side wall. Standards '' 4.1.3(11), 4.22.4, 4.16.2, Fig. 28.
(5) The rear grab bar at the toilet is inaccessible because its overall length is only 30 inches. Provide a rear grab bar that is at least 36 inches in overall length with the closer end no more than 6 inches from the side wall. Standards '' 4.1.3(11), 4.22.4, 4.16.4, Fig. 29.
ii. Next to Toilet Rooms #9 (TRs # 10 and 11)
(1) Both of these toilet rooms are inaccessible to people using wheelchairs. Provide accessible toilet rooms at these locations such that all of the rooms= elements, including signage, door, door hardware, clear floor space, water closet, urinal (if provided), grab bars, lavatory, mirror, controls, and dispensers, comply with the Standards. Standards '' 4.1.3(11), 4.22, 4.13, 4.16, 4.18, 4.19, 4.26, 4.27, 4.30, Figs. 28, 29.
iii. Across from the Conference Room (TR # 12)
(1) There is insufficient clear floor space width on the on the pull side of the door. On the pull side of the door, provide a path of travel at least 48 inches wide for a side approach and at least 24 inches of clear maneuvering space adjacent to the latch side of the door. Standards '' 4.1.3(7)(b), 4.13.6, Fig. 25(c).
(2) The toilet room door swings into the required clear floor space of the drinking fountain outside of the toilet room. Ensure that no door swings into the required clear floor space at any accessible fixture. Standards '' 4.1.3(11), 4.22.2.
(3) No accessible coat hook has been provided. Provide a coat hook at a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. (4) The toilet seat cover dispenser is mounted 58 inches above the finished floor. Provide a toilet seat cover dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6.
(5) The soap dispenser is mounted 50 inches above the finished floor and a forward reach is required. Provide a soap dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6.
g. Drinking Fountains: Although accessible drinking fountains are provided, there is no drinking fountain provided for people who have difficulty bending or stooping on the first floor. For each accessible drinking fountain, provide a drinking fountain that is accessible to people who have difficulty bending or stooping. This can be accommodated by the use of a Ahi-lo@ fountain; by providing one fountain accessible to those who use wheelchairs and one fountain at a standard height convenient for those who have difficulty bending; by providing a fountain accessible to people who use wheelchairs and a cup dispenser, or by such other means as would achieve the required accessibility for each group of people. Standards ' 4.1.3(10)(a).
2. Within 18 months of the effective date of this Agreement, the City will complete the following modifications to the City of Tucson Resource Campus, Community Resources - Sentinel Building, located at 320 North Commerce Park Loop:
a. Drinking Fountains
i. First Floor Lobby
(1) The spout height of each of the drinking fountains is 37 2 inches above the finished floor. Provide a fountain that has a spout height no higher than 36 inches, measured from the finished floor or ground surface to the spout outlet, and that otherwise complies with the Standards. Standards '' 4.1.3(10), 4.15, 4.27.4, Fig. 27.
(2) Although a lower drinking fountain is provided, there is no drinking fountain provided for people who have difficulty bending or stooping. Provide a drinking fountain that is accessible to people who have difficulty bending or stooping. This can be accommodated by the use of a Ahi-lo@ fountain; by providing one fountain accessible to those who use wheelchairs and one fountain at a standard height convenient for those who have difficulty bending; by providing a fountain accessible to people who use wheelchairs and a cup dispenser, or by such other means as would achieve the required accessibility for each group of people. Standards ' 4.1.3(10)(a).
ii. First Floor Lounge
(1) The water height is 3 inches high, the water flow is 4 inches from the front of the fountain, there is 8 inches of knee space depth and no parallel approach is possible because of a pillar and a trash can. Provide a drinking fountain with a spout height no higher than 36 inches, measured from the finished floor or ground surface to the spout outlet; and a spout located at the front of the unit that directs the water flow in a trajectory that is nearly parallel to the front of the unit and is positioned so the flow of water is within 3 inches of the front edge of the fountain and at least 4 inches high. Ensure that fountain controls are operable with one hand, require 5 lbf or less to operate without tight grasping, pinching, or twisting of the wrist; and are front mounted or side mounted near the front edge. Standards '' 4.1.3(10), 4.15, 4.27.4, Fig. 27.
(2) The drinking fountain is not detectable to a blind person using a cane. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards ' 4.4.
(3) Although a lower drinking fountain is provided, there is no drinking fountain provided for people who have difficulty bending or stooping. Provide a drinking fountain that is accessible to people who have difficulty bending or stooping. This can be accommodated by the use of a Ahi-lo@ fountain; by providing one fountain accessible to those who use wheelchairs and one fountain at a standard height convenient for those who have difficulty bending; by providing a fountain accessible to people who use wheelchairs and a cup dispenser, or by such other means as would achieve the required accessibility for each group of people. Standards ' 4.1.3(10)(a).
iii. Second Floor Drinking Fountain: Although a lower drinking fountain is provided, there is no drinking fountain provided for people who have difficulty bending or stooping. Provide a drinking fountain that is accessible to people who have difficulty bending or stooping. This can be accommodated by the use of a Ahi-lo@ fountain; by providing one fountain accessible to those who use wheelchairs and one fountain at a standard height convenient for those who have difficulty bending; by providing a fountain accessible to people who use wheelchairs and a cup dispenser, or by such other means as would achieve the required accessibility for each group of people. Standards ' 4.1.3(10)(a).
b. Elevator: The elevator is inaccessible because, although emergency communications are provided, the door to access the emergency communications device cannot be opened without tight grasping and pinching. Provide a two-way communication system such that it does not require voice communication, the highest operable part is a maximum of 48 inches above the finished floor of the car, and it is identified by a raised symbol and lettering located adjacent to the device. If the system uses a handset, ensure that the length of the cord from the panel to the handset is at least 29 inches. If the system is located in a closed compartment, ensure that the compartment door hardware operates without tight grasping, pinching or twisting of the wrist. Standards ' 4.10.14.
c. Door to the Weight Room: There are only 17 inches of maneuvering clearance on the latch/pull side of the door, which requires a front approach. On the pull side of the door, provide maneuvering clearance at least 60 inches deep and provide a minimum of 18 inches (24 inches is preferred) of maneuvering clearance on the latch side of the door. Standards '' 4.1.3(7)(b), 4.13.6, Fig. 25(a).
d. Unisex Shower Rooms
i. Shower Room #1 (Left side of hall, facing entrance to weight room)
(1) The shower room is inaccessible. Provide an accessible shower room such that all of the room=s elements, including signage, door, door hardware, clear floor space, mirror, controls, and dispensers, comply with the Standards. Provide a shower in this room that is exactly 36 inches wide and 36 inches deep with a 48 inch long and 36 inch wide clear floor space alongside the shower opening, and an L-shaped shower seat mounted on the wall opposite the controls and extending the full depth of the stall; OR a shower that is at least 30 inches deep and 60 inches wide with no curb or threshold and with a 36 inch deep and 60 inch wide clear floor space at the shower opening. Ensure that the shower has grab bars, controls, a shower spray unit, and a seat, curb, and enclosure, if provided, that comply fully with the Standards and with Figs. 35, 36, and 37, as applicable. Standards '' 4.1.3(11), 4.22, 4.13, 4.16, 4.18, 4.19, 4.21, 4.26, 4.27, 4.30, Figs. 28, 29, 35, 36, 37.
(2) No accessible mirror has been provided. Provide a mirror with the bottom edge of its reflecting surface no more than 40 inches above the finished floor. Standards '' 4.1.3(11), 4.22.6, 4.19.6.
(3) The bench is 9 2 inches wide and 36 inches long. Provide a 24 inch by 48 inch bench fixed to the wall along the bench=s longer dimension. Ensure that the bench has sufficient structural strength and is mounted with its surface between 17 inches and 19 inches above the finished floor. Provide clear floor space alongside the bench to allow a person using a wheelchair to make a parallel transfer onto the bench. Standards '' 4.1.3(21), 4.35.4, 4.26.3.
ii. Shower Room #2 (Right side of hall, facing entrance to weight room)
(1) The shower room is inaccessible. Provide an accessible shower room such that all of the room=s elements, including signage, door, door hardware, clear floor space, mirror, controls, and dispensers, comply with the Standards. Provide a shower in this room that is exactly 36 inches wide and 36 inches deep with a 48 inch long and 36 inch wide clear floor space alongside the shower opening, and an L-shaped shower seat mounted on the wall opposite the controls and extending the full depth of the stall; OR a shower that is at least 30 inches deep and 60 inches wide with no curb or threshold and with a 36 inch deep and 60 inch wide clear floor space at the shower opening. Ensure that the shower has grab bars, controls, a shower spray unit, and a seat, curb, and enclosure, if provided, that comply fully with the Standards and with Figs. 35, 36, and 37, as applicable. Standards '' 4.1.3(11), 4.22, 4.13, 4.16, 4.18, 4.19, 4.21, 4.26, 4.27, 4.30, Figs. 28, 29, 35, 36, 37.
(2) No accessible mirror has been provided. Provide a mirror with the bottom edge of its reflecting surface no more than 40 inches above the finished floor. Standards '' 4.1.3(11), 4.22.6, 4.19.6.
(3) The bench is 9 2 inches wide and 26 inches long and is not fixed to the wall. Provide a 24 inch by 48 inch bench fixed to the wall along the bench=s longer dimension. Ensure that the bench has sufficient structural strength and is mounted with its surface between 17 inches and 19 inches above the finished floor. Provide clear floor space alongside the bench to allow a person using a wheelchair to make a parallel transfer onto the bench. Standards '' 4.1.3(21), 4.35.4, 4.26.3.
e. Department of Neighborhood Services Counter: The counter is inaccessible because the top is 39 2 inches above the finished floor. Provide a counter on an accessible route such that a portion of the counter is at least 36 inches wide and no more than 36 inches above the finished floor. Standards '' 4.1.1(2), 7.2(1), 4.1.3(1), 4.3.
f. First Floor Toilet Rooms with Stalls
i. Men=s Toilet Room
(1) The pressure required to open the door exceeds five pounds of force. Provide a door that requires no more than 5 pounds of force to open. Standards '' 4.1.3(7)(b), 4.13.11(2)(b).
(2) There is inadequate maneuvering space between the door jamb and the back wall on the latch side of the pull side of the door. On the pull side of the door, provide a path of travel at least 48 inches wide for a side approach and at least 24 inches of clear maneuvering space adjacent to the latch side of the door. Standards '' 4.1.3(7)(b), 4.13.6, Fig. 25(c).
(3) The soap dispenser is mounted 53 inches above the finished floor and a front approach is required as well as a reach over a 10 inch obstruction. Provide a soap dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6.
(4) The air dryers protrude into the walkway and would not be detectable to a blind person using a cane. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards ' 4.4.
(5) The lavatory pipes are not covered or configured to protect against contact. Provide hot water and drain pipes that are insulated or otherwise configured to protect against contact. Standards '' 4.1.3(11), 4.22.6, 4.19.4.
(6) The lower urinal rim height is 23 inches above the finished floor and the flush control valve is 52 inches above the finished floor. Provide a urinal with an elongated rim mounted 17 inches or less above the finished floor, a clear floor space of at least 30 inches wide and 48 inches deep centered on the urinal, and a flush control height of 44 inches or less above the finished floor. Standards '' 4.1.3(11), 4.22.5, 4.18.2, 4.18.3, 4.18.4.
(7) The toilet stall for persons with disabilities is only 57 inches wide. Provide a toilet stall that is at least 60 inches wide and at least 56 inches deep for a wall-mounted toilet or at least 59 inches deep for a floor-mounted toilet, such that the centerline of the toilet is exactly 18 inches from the near side wall or partition, and there is at least 9 inches of toe clearance above the floor at the front partition if the stall is no more than 60 inches deep. (1) There is inadequate maneuvering space between the door jamb and the back wall on the latch side of the pull side of the door. (2) The soap dispenser is mounted 53 inches above the finished floor and a front approach is required as well as a reach over a 10 inch obstruction. (2) The urinal rim height is 25 inches above the finished floor and the flush control valve is 53 inches above the finished floor. Provide a urinal with an elongated rim mounted 17 inches or less above the finished floor, a clear floor space of at least 30 inches wide and 48 inches deep centered on the urinal, and a flush control height of 44 inches or less above the finished floor. 3. Within 12 months of the effective date of this Agreement, the City will complete the following modifications to the Edith Ball Adaptive Recreation Center, located at 2455 East Zoo Court:
a. Parking: Although there are 26 parking spaces designated as reserved for persons with disabilities, there is no space marked Avan accessible@ and the standard accessible parking spaces are narrower than 96 inches wide. On the shortest accessible route to the accessible entrance, provide the required number of spaces designated as reserved for persons with disabilities as shown in Table 4.1.2(5)(a). One in every 8 reserved spaces shall be a van-accessible space. Ensure that standard accessible spaces are a minimum of 96 inches wide and served by access aisles at least 60 inches wide. Ensure that van accessible spaces are a minimum of 96 inches wide and served by access aisles at least 96 inches wide. At all spaces designated as reserved for persons with disabilities, provide vertical signs with the International Symbol of Accessibility located such that they cannot be obstructed by parked vehicles. At van accessible spaces, provide an additional AVan-Accessible@ sign located below the International Symbol of Accessibility. Ensure that all spaces and access aisles for persons with disabilities are flat and level, with slopes and cross-slopes not exceeding 1:50 in all directions, and that their surfaces are firm, stable, and slip-resistant. Standards '' 4.1.2(5), 4.6, 4.30.7(1).
b. Coordinator=s Office (Off Lobby): The signage is not accessible. Provide permanent room signage with upper case, sans serif or simple serif type letters and numerals, meeting the requirements of the Standards for character height, raised characters, finish and contrast, accompanied by Grade 2 Braille; mounted on the wall adjacent to the latch side of the door or on the nearest adjacent wall at a height of 60 inches above the finished floor to the centerline of the sign; and located so that a person may approach within 3 inches of the signage without encountering protruding objects or standing within the swing of a door. Standards '' 4.1.2(7), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
c. Drinking Fountains
i. Main Lobby: Although an accessible drinking fountain is provided, there is no drinking fountain provided for people who have difficulty bending or stooping. For each accessible drinking fountain, provide a drinking fountain that is accessible to people who have difficulty bending or stooping. This can be accommodated by the use of a Ahi-lo@ fountain; by providing one fountain accessible to those who use wheelchairs and one fountain at a standard height convenient for those who have difficulty bending; by providing a fountain accessible to people who use wheelchairs and a cup dispenser, or by such other means as would achieve the required accessibility for each group of people. Standards ' 4.1.3(10)(a).
ii. Therapy Pool: The bottom leading edges of the fountains are more than 27 inches above the finished floor, they extend 7 inches into the path of travel, and are not detectable to a blind person using a cane. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. iii. 4. Within 6 months of the effective date of this Agreement, the City will complete the following modifications to the El Pueblo Library, located at 101 West Irvington Road:
a. Parking: Although there are 39 parking spaces with 6 designated as reserved for people with disabilities, the designated Avan accessible@ parking space lacks an access aisle, the signage that is too low and can be obstructed by parked vehicles, and it lacks pavement markings that are clearly demarcated; the standard accessible spaces lack pavement markings that are clearly demarcated, one space has signage that is too low, and another space is only 58 inches wide. On the shortest accessible route to the accessible entrance, provide 1 van accessible space and 1standard space designated as reserved for people with disabilities. Ensure that standard accessible spaces are a minimum of 96 inches wide and served by access aisles at least 60 inches wide. Ensure that van accessible spaces are a minimum of 96 inches wide and served by access aisles at least 96 inches wide. Provide a toilet paper dispenser that is mounted within reach, with its top at least 12 inches under the side grab bar, and centered at least 19 inches above the finished floor. ii. Women=s Toilet Room
(1) The toilet paper seat cover dispenser is mounted 57 inches above the finished floor. (2) The toilet paper dispenser is mounted 48 inches from the rear wall. 5. Within 12 months of the effective date of this Agreement, the City will complete the following modifications to the El Pueblo Neighborhood Center, located at 101 West Irvington Road:
a. Parking: Although there are 364 parking spaces with 8 designated as reserved for people with disabilities, there is no designated Avan accessible space@ and all but one of the standard spaces are less than 96 inches wide. On the shortest accessible route to the accessible entrance, provide 1 van accessible space and 7 standard space designated as reserved for people with disabilities. Ensure that standard accessible spaces are a minimum of 96 inches wide and served by access aisles at least 60 inches wide. Ensure that van accessible spaces are a minimum of 96 inches wide and served by access aisles at least 96 inches wide. At all spaces designated as reserved for persons with disabilities, provide vertical signs with the International Symbol of Accessibility located such that they cannot be obstructed by parked vehicles. At van accessible spaces, provide an additional AVan-Accessible@ sign located below the International Symbol of Accessibility. Ensure that all spaces and access aisles for persons with disabilities are flat and level, with slopes and cross-slopes not exceeding 1:50 in all directions, and that their surfaces are firm, stable, and slip-resistant. Standards '' 4.1.2(5), 4.6, 4.30.7(1).
b. Bathing/Shower Rooms
i. Women=s Bathing/Shower Room
(1) No accessible coat or towel hook has been provided. Provide a coat or towel hook at a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(12)(a), 4.25.2, 4.25.3, 4.2.4, 4.2.5, 4.2.6.
(2) The benches are only 9-1/2 inches deep. Provide a 24 inch by 48 inch bench fixed to the wall along the bench=s longer dimension. Ensure that the bench has sufficient structural strength and is mounted with its surface between 17 inches and 19 inches above the finished floor. Provide clear floor space alongside the bench to allow a person using a wheelchair to make a parallel transfer onto the bench. Standards '' 4.35.4, 4.26.3.
ii. Men=s Bathing/Shower Room
(1) No accessible coat or towel hook has been provided. Provide a coat or towel hook at a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. (2) The urinal flush control valve is 46 inches above the finished floor. Provide a urinal with an elongated rim mounted 17 inches or less above the finished floor, a clear floor space of at least 30 inches wide and 48 inches deep centered on the urinal, and a flush control height of 44 inches or less above the finished floor. Standards '' 4.1.3(11), 4.22.5, 4.18.2, 4.18.3, 4.18.4.
(3) The benches are only 9-1/2 inches deep. Provide a 24 inch by 48 inch bench fixed to the wall along the bench=s longer dimension. Ensure that the bench has sufficient structural strength and is mounted with its surface between 17 inches and 19 inches above the finished floor. Provide clear floor space alongside the bench to allow a person using a wheelchair to make a parallel transfer onto the bench. Standards '' 4.35.4, 4.26.3.
c. Toilet Room with Stalls (Near Gym)
i. Women=s Toilet Room
(1) Standard Accessible Stall for Wheelchair Users
(a) The top of the toilet seat is 20 inches above the finished floor. Provide a toilet with a seat that measures 17 to 19 inches above the finished floor. Standards '' 4.1.3(11), 4.22.4, 4.16.3, 4.17.2, Fig. 30(d).
(b) The centerline of the toilet is 19 inches from the side wall. Provide a toilet with a centerline that measures 18 inches from the near side wall. Standards '' 4.1.3(11), 4.22.4, 4.17.3, Fig. 30.
(c) No accessible coat hook has been provided. Provide a coat hook at a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(12)(a), 4.25.2, 4.25.3, 4.2.4, 4.2.5, 4.2.6.
(2) The condom dispenser is mounted with its coin slot at 56 inches above the finished floor and requires grasping, pinching or twisting of the wrist to operate. Provide a condom dispenser with mechanical controls, if any, that can be operated with 5 lbf or less and that can be used with one hand and without tight grasping, pinching, or twisting of the wrist (lever-operated, push-type, and electronically controlled mechanisms are examples of acceptable designs). Ensure that the controls are a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that it is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.27.4, 4.2.4, 4.2.5, 4.2.6.
ii. Men=s Toilet Room with Stalls
(1) The condom dispenser is mounted with its coin slot 56 inches above the finished floor and requires grasping, pinching or twisting of the wrist to operate. Provide a condom dispenser with mechanical controls, if any, that can be operated with 5 lbf or less and that can be used with one hand and without tight grasping, pinching, or twisting of the wrist (lever-operated, push-type, and electronically controlled mechanisms are examples of acceptable designs). Ensure that the controls are a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that it is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.27.4, 4.2.4, 4.2.5, 4.2.6.
d. Elevator: After reopening in response to an obstruction, the door stays open only 15 seconds. Provide doors that open and close automatically with a reopening device that will stop and reopen the car door and hoistway door automatically if the door becomes obstructed by an object or person. Ensure that the device is capable of completing these operations without requiring contact for obstructions passing through the opening at heights of 5 inches and 29 inches above the finished floor; that door reopening devices remain effective for at least 20 seconds, after which the doors may close; that the minimum time from notification that a car is answering a call until the doors of that car start to close is 5 seconds; and that the minimum time for elevator doors to remain fully open in response to a car call is 3 seconds. Standards '' 4.1.3(5), 4.10.6, 4.10.7, 4.10.8, Figs. 20, 21.
6. Within 6 months of the effective date of this Agreement, the City will complete the following modifications to Fire Station 19, located at 9700 East Esmond Loop:
a. Parking
i. The designated accessible parking is inaccessible because the signage designating parking as reserved for persons with disabilities is too low, the spaces are not level, and the shared access aisle is not level. At each space designated as reserved for persons with disabilities, provide a vertical sign with the International Symbol of Accessibility located such that it cannot be obstructed by vehicles parked in the space. Provide designated accessible parking spaces and access aisles that are flat and level, with slopes and cross-slopes not exceeding 1:50 in all directions, with surfaces that are firm, stable, and slip-resistant. Standards '' 4.1.2(5), 4.3.6, 4.5.1, 4.6.3, 4.6.4, 4.30.7(1).
ii. The route from the parking lot to the entrance has a curb ramp with a slope and a cross-slope that exceeds acceptable allowances. Provide a curb ramp that is at least 36 inches wide, has a maximum slope of 1:12, is located so that it cannot be obstructed by parked vehicles, and has a stable, firm, and slip-resistant surface with a detectable warning extending the full width and depth of the ramp. If the curb ramp is located where pedestrians must walk across it, provide either flared sides (with a maximum slope of 1:10) or handrails or guardrails to protect against cross traffic. Standards '' 4.1.2(1), 4.1.2(2), 4.3.8, 4.7, Fig. 12.
b. Unisex, Single-User Toilet Room (in Meeting Room)
i. The sign is not mounted on the wall to the latch side of the door and does not have a centerline at 60 inches above the finished floor. Provide a toilet room sign with raised and Braille characters. The sign shall be mounted on the wall adjacent to the latch side of the door with the centerline of the sign at 60 inches above the finished floor and situated such that a person can approach within 3 inches of the sign without encountering an obstruction or standing within a door swing. Standards '' 4.1.2(7)(d), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
ii. The lavatory is inaccessible because the door swings into the required clear floor space. Provide a lavatory with clear floor space at least 30 inches wide and 48 inches deep centered on the lavatory. Standards '' 4.1.3(11), 4.22.6, 4.19.3, Fig. 32.
iii. Although an audible alarm appliance is provided, no visual alarm is provided. Provide visual alarm devices in toilet rooms and any other general usage areas (e.g., meeting rooms), hallways, lobbies, and any other area for common use. Such devices shall be integrated into the facility alarm system and shall meet the requirements of the Standards for lamp type, color, pulse duration, intensity, and flash rate. Visual alarm appliances shall be placed 80 inches above the highest floor level within the space or 6 inches below the ceiling, whichever is lower. Visual alarm appliances shall be located such that no place in any room or space, including common corridors or hallways, required to have a visual alarm appliance shall be more than 50 feet from the signal. In large rooms and spaces exceeding 100 feet across, without obstructions 6 feet above the finished floor, devices may be placed around the perimeter, spaced a maximum of 100 feet apart, in lieu of suspending appliances from the ceiling. Standards '' 4.1.3(14), 4.28.3.
7. Within 6 months of the effective date of this Agreement, the City will complete the following modifications to Miller - Golf Links Library, located at 9640 East Golf Links Road :
a. Outdoor Toilet Rooms with Stalls
i. Men=s Toilet Room
(1) No accessible toilet room sign is provided. Provide a toilet room sign with raised and Braille characters. The sign shall be mounted on the wall adjacent to the latch side of the door with the centerline of the sign at 60 inches above the finished floor and situated such that a person can approach within 3 inches of the sign without encountering an obstruction or standing within a door swing. Standards '' 4.1.2(7)(d), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
(2) Although there is an audible alarm, no visual alarm is provided. Provide visual alarm devices in toilet rooms and any other general usage areas (e.g., meeting rooms), hallways, lobbies, and any other area for common use. Such devices shall be integrated into the facility alarm system and shall meet the requirements of the Standards for lamp type, color, pulse duration, intensity, and flash rate. Provide a flush control mounted on the Aopen@ side of the toilet=s clear floor space; 44 inches or less above the finished floor; and requiring a maximum of 5 pounds of force to operate; or provide an automatic flush device. Standards '' 4.1.3(11), 4.22.4, 4.16.5, 4.17.2, 4.27.4.
b. Employee Area Unisex, Single-User Toilet Room: No accessible mirror has been provided. Provide a mirror with the bottom edge of its reflecting surface no more than 40 inches above the finished floor. Standards '' 4.1.3(11), 4.22.6, 4.19.6.
c. Drinking Fountain: Although an accessible drinking fountain is provided, there is no drinking fountain provided for people who have difficulty bending or stooping. For each accessible drinking fountain, provide a drinking fountain that is accessible to people who have difficulty bending or stooping. This can be accommodated by the use of a Ahi-lo@ fountain; by providing one fountain accessible to those who use wheelchairs and one fountain at a standard height convenient for those who have difficulty bending; by providing a fountain accessible to people who use wheelchairs and a cup dispenser, or by such other means as would achieve the required accessibility for each group of people. Standards ' 4.1.3(10)(a).
d. There are various paths of travel among the book stacks, furniture, and architectural elements that are less than 36 inches wide. Provide an accessible route among these elements with a minimum clear width of 36 inches, except at doors, where the width may decrease to 32 inches. Standards '' 4.3.3, 4.13.5.
8. Within 24 months of the effective date of this Agreement, the City will complete the following modifications to the Patrick K. Hardesty Midtown Multi-Service Center, located at1100 South Alvernon Way:
a. Parking
i. Public Parking: Although there are 46 spaces, including 2 designated as reserved for persons with disabilities, there is no van accessible space, the access aisle shared by the 2 spaces designated for persons with disabilities is only 53 inches wide, and the vertical signs may be obstructed by a parked vehicle. On the shortest accessible route to the accessible entrance, provide 1 van accessible space and 1 standard space designated as reserved for people with disabilities. Ensure that standard accessible spaces are a minimum of 96 inches wide and served by access aisles at least 60 inches wide. Ensure that van accessible spaces are a minimum of 96 inches wide and served by access aisles at least 96 inches wide. At all spaces designated as reserved for persons with disabilities, provide vertical signs with the International Symbol of Accessibility located such that they cannot be obstructed by parked vehicles. At van accessible spaces, provide an additional AVan-Accessible@ sign located below the International Symbol of Accessibility. Ensure that all spaces and access aisles for persons with disabilities are flat and level, with slopes and cross-slopes not exceeding 1:50 in all directions, and that their surfaces are firm, stable, and slip-resistant. Lower Level Employee Parking: Although there are 220 parking spaces, including 8 designated as reserved for persons with disabilities, there are no van accessible parking spaces, 4 of the accessible spaces do not have access aisles, and none of the spaces have vertical signs with the International Symbol of Accessibility. On the shortest accessible route to the accessible entrance, provide 1 van accessible space and 6 standard spaces designated as reserved for people with disabilities. Ensure that standard accessible spaces are a minimum of 96 inches wide and served by access aisles at least 60 inches wide. Ensure that van accessible spaces are a minimum of 96 inches wide and served by access aisles at least 96 inches wide. At all spaces designated as reserved for persons with disabilities, provide vertical signs with the International Symbol of Accessibility located such that they cannot be obstructed by parked vehicles. At van accessible spaces, provide an additional AVan-Accessible@ sign located below the International Symbol of Accessibility. b. Route to Employee Entrance: The diagonal structural beams on the route from the uncovered employee parking to the elevator would not be detectable by a blind person using a cane. Provide an accessible route at this location with a minimum of 80 inches of clear head room throughout. If the vertical clearance of an area adjoining an accessible route is reduced to less than 80 inches, provide a barrier to warn blind or visually-impaired persons. Standards ' 4.4.
c. Accessible Route to Public Entrance
i. The diagonal structural beams in front of the public entrance would not be detectable by a blind person using a cane. Provide an accessible route at this location with a minimum of 80 inches of clear head room throughout. If the vertical clearance of an area adjoining an accessible route is reduced to less than 80 inches, provide a barrier to warn blind or visually-impaired persons. Standards ' 4.4.
ii. The accessible route from the public parking to the public entrance is not clearly marked and the closer, more obvious route into the facility is inaccessible. Provide directional signage that is clearly visible from the area of the accessible parking spaces. Provide accessible, directional signage with the International Symbol of Accessibility at inaccessible entrances directing users to the accessible entrance, and provide accessible signage with the International Symbol of Accessibility at all permanent accessible entrances. Standards '' 4.1.3(8)(d), 4.1.3(16)(b), 4.13, 4.30.
iii. There is no curb cut at the bus stop serving this facility. Provide a curb ramp at the passenger loading zone. Standards '' 4.1.2(1), 4.3.8, 4.6.6, 4.7.
d. Ramp to Public Entrance: Although the ramp has a significant rise, there are inadequate level landings provided for each 30 inches of rise; the gutter on the Abuilding@ side of the ramp has a 2 inch drop with no edge protection; there are inadequate handrail extensions at the top and bottom of the ramp, the Awash@ side of the ramp has a handrail that is 2 inches from the surface of the parallel wall; and on the Abuilding@ side of the ramp, the handrails do not continue for the full length of the ramp at the top and bottom. Provide a ramp that is at least 36 inches wide with a slope not exceeding 1:12 and a cross slope not exceeding 1:50; with level landings at least as wide as the ramp and 60 inches long at the top and bottom of the ramp; and with edge protection at least 2 inches high at the drop off sides. Provide handrails that are between 13 inches and 12 inches in diameter with a continuous gripping surface along both sides of the ramp, extending at least 12 inches beyond the top and bottom of the ramp parallel with the ground surface. Ensure that handrails are mounted between 34 inches and 38 inches above the ramp surface, with ends rounded or returned smoothly to the floor, wall, or post, and that they do not rotate within their fittings. Ensure that the ramp and approaches are designed so that water will not accumulate on walking surfaces. Standards '' 4.1.2(1), 4.1.2(2), 4.3.8, 4.8.
e. Alarms: Although the facility contains an emergency alarm system, visual alarms are required but missing in many toilet rooms, meeting rooms, the SWAT-level office areas, etc., and, where provided, individual appliances are not located every 50 feet in larger rooms as required. Provide visual alarm devices in all toilet rooms and any other general usage areas (e.g., meeting rooms), hallways, lobbies, and any other area for common use. Such devices shall be integrated into the facility alarm system and shall meet the requirements of the Standards for lamp type, color, pulse duration, intensity, and flash rate. Visual alarm appliances shall be placed 80 inches above the highest floor level within the space or 6 inches below the ceiling, whichever is lower. Visual alarm appliances shall be located such that no place in any room or space, including common corridors or hallways, required to have a visual alarm appliance shall be more than 50 feet from the signal. In large rooms and spaces exceeding 100 feet across, without obstructions 6 feet above the finished floor, devices may be placed around the perimeter, spaced a maximum of 100 feet apart, in lieu of suspending appliances from the ceiling. Standards ' 4.28.3.
f. Tucson Water Department Service Center
i. Exterior Entrance
(1) The trash receptacle blocks the approach to the push button for the automatic door opener. Provide an automatic door opener that is a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that it is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3, 4.2.4, 4.2.5, 4.2.6.
(2) The floor mat inside the entrance creates an abrupt 3/4 inch edge. Provide a door so that the floor or ground area within the required clearances is level and clear. Standards '' 4.1.3(7)(a), 4.13.6, Fig. 25.
ii. Accessible Route through Service Center to Employee Area
(1) The half-door to the employee area has knob hardware. Provide a door with hardware that is easy to grasp with one hand and that does not require tight grasping, pinching, or twisting of the wrist to operate. Lever-operated mechanisms, push-type mechanisms, and U-shaped handles are acceptable designs. Standards '' 4.1.3(7)(b), 4.13.9.
(2) The half-door to the employee area provides only 28 2 inches of clear opening width. Provide a door with a clear opening of 32 inches with the door open 90 degrees, measured between the face of the door and the opposite stop. Standards '' 4.1.3(7)(b), 4.13.5, Fig. 24.
(3) The reception counter is mounted with its leading edge at 30 inches above the finished floor and protrudes 18 inches into the walkway. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards ' 4.4.
iii. Conference Room
(1) The coat rack in the conference room is 65 inches high. Provide a coat hook or coat rack at a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(12)(a), 4.25.2, 4.25.3, 4.2.4, 4.2.5, 4.2.6.
g. Police Substation - Generally
i. No assistive listening system is available. In each assembly area B such as meeting rooms or conference rooms B provide a permanently installed assistive listening system (ALS) or a portable ALS with an adequate number of electrical outlets or other supplementary wiring necessary to support a portable assistive listening system. Also provide a minimum of 2 receivers for use by the general public and signage in the lobby and in each meeting room indicating their availability. Standards '' 4.30, 4.33.
ii. All of the interior doors tested required more than 5 pounds of force to operate. Throughout the facility, provide doors that require no more than 5 pounds of force to open. Standards '' 4.1.3(7)(b), 4.13.11(2)(b).
h. Entrance to Police Substation
i. The outside push button for the automatic door opener requires 15 pounds of force to operate. Provide controls that require no more than 5 pounds of force to operate. Standards '' 4.13.12, 4.13.11.
ii. The floor mat inside the entrance has an abrupt 3/4 inch edge. Provide a door so that the floor or ground area within the required clearances is level and clear. Standards '' 4.1.3(7)(a), 4.13.6, Fig. 25.
iii. The intercom used for access to the building after hours does not function without voice communication. Ensure that persons who are deaf or who have disabilities affecting speech are able to communicate with building staff or seek assistance after hours to the same extent as others.
i. Lobby Toilet Rooms with Stalls
i. Women=s Toilet Room
(1) The toilet room sign is mounted on the door. Provide a toilet room sign with raised and Braille characters. The sign shall be mounted on the wall adjacent to the latch side of the door with the centerline of the sign at 60 inches above the finished floor and situated such that a person can approach within 3 inches of the sign without encountering an obstruction or standing within a door swing. Standards '' 4.1.2(7)(d), 4.30.1, 4.30.4, 4.30.5, 4.30.6, 4.30.7.
(2) Toilet Stall for Persons with Disabilities
(a) The seat cover dispenser is mounted above and behind the toilet at 57 inches above the finished floor. Provide a toilet seat cover dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. (1) The toilet room sign is mounted on the door. Provide a toilet room sign with raised and Braille characters. The sign shall be mounted on the wall adjacent to the latch side of the door with the centerline of the sign at 60 inches above the finished floor and situated such that a person can approach within 3 inches of the sign without encountering an obstruction or standing within a door swing. Standards '' 4.1.2(7)(d), 4.30.1, 4.30.4, 4.30.5, 4.30.6, 4.30.7.
(2) Toilet Stall for Persons with Disabilities
(a) The seat cover dispenser is inaccessible because it is mounted above and behind the toilet at 57 inches above the finished floor. Provide a toilet seat cover dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. (3) The placement of the diaper deck would impede the accessible route into the toilet room if someone is using the diaper deck; additionally, the door swings into the clear floor space required at the diaper deck. (3) No accessible toilet stall is provided. Provide a Astandard@ accessible toilet stall at least 60 inches wide and at least 59 inches deep (or at least 56 inches deep with a wall-mounted toilet) such that all of the stall=s elements, including stall door, stall door hardware, water closet, size and arrangement, toe clearances, grab bars, controls, and dispensers, comply with the Standards. l. Accessible Route through Lower Level Enclosed Garages: There is a 3 inch step down from the walkways to the areas where the vehicles are parked. Provide at least one accessible route within the boundary of the site connecting these elements that, to the maximum extent feasible, coincides with the route for the general public. The accessible route must have a minimum clear width of 36 inches, or a minimum clear width of 42 inches if there is a turn around an obstruction less than 48 inches wide; have passing spaces at least 60 inches by 60 inches at least every 200 feet; have a minimum clear headroom of 80 inches; have a surface that is firm, stable, and slip resistant; have, in the absence of a curb ramp, ramp, elevator, or platform lift, no level changes in excess of 2 inch vertically; and have a running slope of less than 1:20 (5%) (or have been constructed as a fully accessible ramp) and a cross slope of less than 1:50 (2%). (2) The transfer shower stall is 35 inches wide by 37 2 inches deep. Provide a shower in this room that is exactly 36 inches wide and 36 inches deep with a 48 inch long and 36 inch wide clear floor space alongside the shower opening, and an L-shaped shower seat mounted on the wall opposite the controls and extending the full depth of the stall; OR a shower that is at least 30 inches deep and 60 inches wide with no curb or threshold and with a 36 inch deep and 60 inch wide clear floor space at the shower opening. Ensure that the shower has grab bars, controls, a shower spray unit, and a seat, curb, and enclosure, if provided, that comply fully with the Standards and with Figs. 35, 36, and 37, as applicable. (3) None of the benches are attached at the wall. Provide a 24 inch by 48 inch bench fixed to the wall along the bench=s longer dimension. Ensure that the bench has sufficient structural strength and is mounted with its surface between 17 inches and 19 inches above the finished floor. Provide clear floor space alongside the bench to allow a person using a wheelchair to make a parallel transfer onto the bench. Standards '' 4.35.4, 4.26.3.
ii. Men=s Locker Room
(1) Toilet Stall for Persons with Disabilities

(2) The transfer shower stall is 36 inches wide by 38 inches deep and the transfer bench does not extend the full depth of the stall. Provide a shower in this room that is exactly 36 inches wide and 36 inches deep with a 48 inch long and 36 inch wide clear floor space alongside the shower opening, and an L-shaped shower seat mounted on the wall opposite the controls and extending the full depth of the stall; OR a shower that is at least 30 inches deep and 60 inches wide with no curb or threshold and with a 36 inch deep and 60 inch wide clear floor space at the shower opening. Ensure that the shower has grab bars, controls, a shower spray unit, and a seat, curb, and enclosure, if provided, that comply fully with the Standards and with Figs. 35, 36, and 37, as applicable. iii. Unisex Locker Room: None of the benches are attached at the wall. Provide a 24 inch by 48 inch bench fixed to the wall along the bench=s longer dimension. Ensure that the bench has sufficient structural strength and is mounted with its surface between 17 inches and 19 inches above the finished floor. Provide clear floor space alongside the bench to allow a person using a wheelchair to make a parallel transfer onto the bench. Standards '' 4.35.4, 4.26.3.
n. Lower Level Drinking Fountains: Although 2 drinking fountains are provided on the lower level, there are no lower drinking fountains. Provide at least one drinking fountain with a spout height no higher than 36 inches, measured from the finished floor or ground surface to the spout outlet; and a spout located at the front of the unit that directs the water flow in a trajectory that is nearly parallel to the front of the unit and is positioned so the flow of water is within 3 inches of the front edge of the fountain and at least 4 inches high. Ensure that fountain controls are operable with one hand, require 5 lbf or less to operate without tight grasping, pinching, or twisting of the wrist; and are front mounted or side mounted near the front edge. Standards '' 4.15, 4.27.4, Fig. 27.
o. Elevator
i. The emergency controls are not grouped at the bottom of the panel. Provide car control buttons that are at least : inch in their smallest dimension and are raised or flush and that are designated by Braille and by raised standard alphabet characters for letters, arabic characters for numerals, or standard symbols. Ensure that the call button for the main entry floor is designated by a raised star at the left of the floor designation; that all raised designations for control buttons are placed immediately to the left of the buttons to which they apply; that floor buttons are provided with visual indicators to show when each call is registered and are extinguished when each call is answered; that all floor buttons are no higher than 54 inches above the finished floor for a side approach and no more than 48 inches above the finished floor for a front approach; and that emergency controls, including the emergency alarm and emergency stop, are grouped at the bottom of the panel and have their centerlines no less than 35 inches above the finished floor. Standards ' 4.10.12, Fig. 23.
ii. The doors remain open for only 3 seconds after notification before starting to close. Provide doors that open and close automatically with a reopening device that will stop and reopen the car door and hoistway door automatically if the door becomes obstructed by an object or person. Ensure that the device is capable of completing these operations without requiring contact for obstructions passing through the opening at heights of 5 inches and 29 inches above the finished floor; that door reopening devices remain effective for at least 20 seconds, after which the doors may close; that the minimum time from notification that a car is answering a call until the doors of that car start to close is 5 seconds; and that the minimum time for elevator doors to remain fully open in response to a car call is 3 seconds. Standards '' 4.10.6, 4.10.7, 4.10.8, Figs. 20, 21.
p. Offices, Rooms, and Counters
i. Intoxilyzer Room: The entrance door has knob hardware. Provide a door with hardware that is easy to grasp with one hand and that does not require tight grasping, pinching, or twisting of the wrist to operate. Lever-operated mechanisms, push-type mechanisms, and U-shaped handles are acceptable designs. Standards '' 4.1.3(7)(b), 4.13.9.
ii. Public Fingerprinting: The doors within the public fingerprinting office have knob hardware. Provide a door with hardware that is easy to grasp with one hand and that does not require tight grasping, pinching, or twisting of the wrist to operate. Lever-operated mechanisms, push-type mechanisms, and U-shaped handles are acceptable designs. Standards '' 4.1.3(7)(b), 4.13.9.
iii. Fleet Technician Office (Lower Level): The door to the office, which is accessed through a front approach, is inaccessible because the desk impedes upon the maneuvering clearance on the pull side. On the pull side of the door, provide and maintain maneuvering clearance at least 60 inches deep and provide a minimum of 18 inches (24 inches is preferred) of maneuvering clearance on the latch side of the door. Standards '' 4.1.3(7)(b), 4.13.6, Fig. 25(a).
iv. The doors off the sally port have round knobs. At each, provide a door with hardware that is easy to grasp with one hand and that does not require tight grasping, pinching, or twisting of the wrist to operate. Lever-operated mechanisms, push-type mechanisms, and U-shaped handles are acceptable designs. Standards '' 4.1.3(7)(b), 4.13.9.
q. Holding Areas
i. Adult Holding Area
(1) Although there are 2 adult holding cells, neither cell contains accessible elements. Provide at least one adult holding cell such that all of its elements, including door width, clear floor space, water closet, grab bars, lavatory, mirror, desk (if provided), controls, and dispensers, comply with the Standards. Standards '' 4.22, 4.13, 4.16, 4.18, 4.19, 4.26, 4.27, 4.30, Figs. 28, 29.
(2) The adult interview rooms are not accessible because there is only 26 inches width between the walls and the interview tables on each side. Provide an accessible route to the interview tables with a minimum clear width of 36 inches, except at doors, where the width may decrease to 32 inches. Standards '' 4.3.3, 4.13.5.
ii. Juvenile Holding Area
(1) Although there are 2 juvenile holding cells, neither cell contains accessible elements. Provide at least one juvenile holding cell such that all of its elements, including door width, clear floor space, water closet, grab bars, lavatory, mirror, desk (if provided), controls, and dispensers, comply with the Standards. Standards '' 4.22, 4.13, 4.16, 4.18, 4.19, 4.26, 4.27, 4.30, Figs. 28, 29.
(2) The juvenile interview rooms are not accessible because there is only 26 inches to 26 2 inches width between the walls and the interview table on each side. Provide an accessible route to the interview tables with a minimum clear width of 36 inches, except at doors, where the width may decrease to 32 inches. Standards '' 4.3.3, 4.13.5.
9. Within 24 months of the effective date of this Agreement, the City will complete the following modifications to the Public Safety Training Academy, located at 10001 South Wilmot Road:
a. Parking: Although the parking lot has a total of 240 parking spaces, there are no van accessible spaces. On the shortest accessible route to the accessible entrance, provide 1 van accessible space designated as reserved for people with disabilities. Ensure that van accessible spaces are a minimum of 96 inches wide and served by access aisles at least 96 inches wide. At all spaces designated as reserved for persons with disabilities, provide vertical signs with the International Symbol of Accessibility located such that they cannot be obstructed by parked vehicles. At van accessible spaces, provide an additional AVan-Accessible@ sign located below the International Symbol of Accessibility. Ensure that all spaces and access aisles for persons with disabilities are flat and level, with slopes and cross-slopes not exceeding 1:50 in all directions, and that their surfaces are firm, stable, and slip-resistant. Standards '' 4.1.2(5), 4.6, 4.30.7(1).
b. Elevator: Although emergency communications are provided, the system is inaccessible because: it does not work without voice communication; during a test, the operator did not respond appropriately to a silent call, and the door to the emergency communications device cannot be opened without tight grasping or pinching. Provide a two-way communication system such that it does not require voice communication, the highest operable part is a maximum of 48 inches above the finished floor of the car, and it is identified by a raised symbol and lettering located adjacent to the device. If the system uses a handset, ensure that the length of the cord from the panel to the handset is at least 29 inches. If the system is located in a closed compartment, ensure that the compartment door hardware operates without tight grasping, pinching or twisting of the wrist. Standards '' 4.1.3(5), 4.10.14.
c. Classrooms 201 and 202
i. No assistive listening system or headsets are available. Provide a permanently installed assistive listening system (ALS) in all classrooms and other assembly areas, or a portable ALS with an adequate number of electrical outlets or other supplementary wiring necessary to support a portable assistive listening system. Also provide the number of receivers equally 4% of total seats for use by the general public and signage indicating their availability. Standards '' 4.30, 4.33.
ii. Both classrooms have fixed, raised tier seating. In each classroom, ensure that there are adequate integrated wheelchair seating areas as required by the table in 4.1.3(19)(a), each with a minimum clear ground or floor space of 66 inches wide by 48 inches deep for forward or rear access, or 66 inches wide by 60 inches deep for side access. Ensure that the ground or floor at all wheelchair locations is level, firm, stable, and slip resistant; that wheelchair seating areas are an integral part of the fixed seating plan and are located so as to provide people with physical disabilities a choice of lines of sight comparable to those available for members of the general public; that wheelchair seating areas adjoin an accessible route that also serves as a means of egress in case of emergency; and that at least one fixed companion seat is provided next to each wheelchair seating area. Standards '' 4.1.3(19)(a), 4.5, 4.33.
iii. Each classroom has stairs inside, with wheelchair seating areas in the front and back of the room, therefore requiring one classroom entrance at the front of the room and one in the rear for people using wheelchairs to reach the seating areas. For each entrance in both classrooms, provide at least one accessible route to the classroom that, to the maximum extent feasible, coincides with the route for the general public. The accessible route must have a minimum clear width of 36 inches, or a minimum clear width of 42 inches if there is a turn around an obstruction less than 48 inches wide; have passing spaces at least 60 inches by 60 inches at least every 200 feet; have a minimum clear headroom of 80 inches; have a surface that is firm, stable, and slip resistant; have, in the absence of a curb ramp, ramp, elevator, or platform lift, no level changes in excess of 2 inch vertically; and have a running slope of less than 1:20 (5%) (or have been constructed as a fully accessible ramp) and a cross slope of less than 1:50 (2%). Standards '' 8.2, 4.2.4.1, 4.32.
e. Main Building
i. Room 42 B Second Floor
(1) Front entry door has a clear opening width of 30 inches. Provide a door with a clear opening of 32 inches with the door open 90 degrees, measured between the face of the door and the opposite stop. Standards '' 4.1.3(7)(b), 4.13.5, Fig. 24.
ii. The wall-mounted outdoor telephone is mounted with the highest operable part higher than 54 inches above the ground. Provide an accessible telephone with a clear floor space of at least 30 inches by 48 inches that allows either a forward or parallel approach by a person using a wheelchair such that bases, enclosures, and fixed seats do not impede approaches to the telephone; with the highest operable part of the telephone mounted no more than 48 inches above the floor for a front approach or no more than 54 inches above the floor for a side approach; that are hearing aid compatible and have a volume control mechanism; with telephone books, if provided, located between 15 and 48 inches above the finished floor for a front approach or between 9 and 54 inches above the finished floor for a side approach; and with a cord of at least 29 inches long from the telephone to the handset. Standards '' 4.1.3(17), 4.31.
iii. Room 22
(1) The door to room 22, which is accessed through a front approach, is inaccessible because due to the placement of the carrel, there is inadequate maneuvering clearance on the pull side of the door. On the pull side of the door, provide maneuvering clearance at least 60 inches deep and provide a minimum of 18 inches (24 inches is preferred) of maneuvering clearance on the latch side of the door. Standards '' 4.1.3(7)(b), 4.13.6, Fig. 25(a).
iv. Break Room and Office 45
(1) The entrance door, which is accessed through a front approach, is inaccessible because it has only 7 2 inches maneuvering clearance on the pull side. On the pull side of the door, provide maneuvering clearance at least 60 inches deep and provide a minimum of 18 inches (24 inches is preferred) of maneuvering clearance on the latch side of the door. Standards '' 4.1.3(7)(b), 4.13.6, Fig. 25(a).
f. Weight Training Room in Physical Training Building: The equipment is positioned less than 36 inches apart, making the route through the equipment inaccessible to persons using wheelchairs. Provide an accessible route through the equipment with a minimum clear width of 36 inches, except at doors, where the width may decrease to 32 inches. Standards '' 4.1.3(1), 4.3.3, 4.13.5.
g. Drinking Fountains

iii. Drivers Training Drinking Fountain: Although an accessible drinking fountain is provided, there is no drinking fountain provided for people who have difficulty bending or stooping. h. Toilet Rooms with Stalls
i. Drivers= Training - Women=s Toilet Room
(1) Due to the placement of the vending machine, there is only 8 inches maneuvering clearance on the latch side of the push side of the door. On the push side of the door, provide maneuvering clearance at least 48 inches deep and provide a minimum of 12 inches of maneuvering clearance on the latch side of the door, or remove the closer or the latch. Standards '' 4.1.3(7)(b), 4.13.6, Fig. 25(a).
(2) The toilet seat cover dispenser in the accessible stall is mounted at 57 inches over the toilet and requires a forward reach. Provide a toilet seat cover dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. ii. In the unisex shower room, the transfer bench is not configured properly and the grab bars do not extend far enough towards the transfer bench. 10. Within 12 months of the effective date of this Agreement, the City will complete the following modifications to the Quincie Douglas Center, located at 1575 East 36th Street:
a. Parking: Although there are 84 parking spaces, including 8 designated as reserved for persons with disabilities, there are no van accessible spaces. On the shortest accessible route to the accessible entrance, provide 1 van accessible space designated as reserved for people with disabilities. Ensure that van accessible spaces are a minimum of 96 inches wide and served by access aisles at least 96 inches wide. At all spaces designated as reserved for persons with disabilities, provide vertical signs with the International Symbol of Accessibility located such that they cannot be obstructed by parked vehicles. At van accessible spaces, provide an additional AVan-Accessible@ sign located below the International Symbol of Accessibility. Ensure that all spaces and access aisles for persons with disabilities are flat and level, with slopes and cross-slopes not exceeding 1:50 in all directions, and that their surfaces are firm, stable, and slip-resistant. Standards '' 4.1.2(5), 4.6, 4.30.7(1).
b. Passenger Loading Zone: The passenger loading zone is inaccessible because the access aisle slope exceeds 1:50 slope. Provide a passenger loading zone on an accessible route such that the loading zone has a vertical clearance of at least 114 inches, has an access aisle at least 60 inches wide and 20 feet long adjacent and parallel to the vehicle pull-up space, and has a surface that is firm, stable, slip-resistant, and level with no more than a 1:50 slope in all directions. Standards '' 4.1.2(5)8), 4.6.6.
c. First (West) Building
i. Assembly Areas: The classrooms and other assembly areas are inaccessible to people with hearing impairments because there is no assistive listening system provided. Provide a permanently installed assistive listening system (ALS) or a portable ALS with an adequate number of electrical outlets or other supplementary wiring necessary to support a portable assistive listening system. Also provide the appropriate number of receivers for use by the general public (4% of total seats or a minimum of 2) and signage indicating their availability. Standards '' 4.30, 4.33.
ii. Drinking Fountain: The wall-mounted drinking fountain by the Dance and Exercise Room has only 26 2 inches knee height clearance. Provide a drinking fountain with clear knee space between the bottom of the apron and the finished floor or ground of at least 27 inches high, 30 inches wide, and 17 to 19 inches deep; and a minimum clear floor space of 30 inches by 48 inches to allow a person in a wheelchair to approach the unit facing forward. Standards ' 4.15.5(1), Figs. 27(a), (b).
d. Toilet Rooms with Stalls between First and Second Buildings
i. Women=s Toilet Room
(1) The toilet room sign is inaccessible because it is mounted on the hinge side of the entrance door. Provide a toilet room sign with raised and Braille characters. The sign shall be mounted on the wall adjacent to the latch side of the door with the centerline of the sign at 60 inches above the finished floor and situated such that a person can approach within 3 inches of the sign without encountering an obstruction or standing within a door swing. i. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards ' 4.4.
ii. Drinking Fountain: The lower drinking fountain is not accessible because it requires 7 pounds of force to operate. Provide a drinking fountain with controls mounted on or near the front edge that are operable with one hand, that require 5 lbf or less to operate, and that can be operated without tight grasping, pinching, or twisting of the wrist. Standards '' 4.15.4, 4.27.4.
iii. Unisex Single-User Toilet Room in Multi-Use Center
(1) The entrance door to the toilet room is inaccessible because it requires 9 pounds of force to open. Provide a door that requires no more than 5 pounds of force to open. Standards '' 4.1.3(7)(b), 4.13.11(2)(b).
(2) The door, which is accessed through a front approach, is inaccessible because there are only 11 inches of maneuvering clearance on the pull side. On the pull side of the door, provide maneuvering clearance at least 60 inches deep and provide a minimum of 18 inches (24 inches is preferred) of maneuvering clearance on the latch side of the door. Standards '' 4.1.3(7)(b), 4.13.6, Fig. 25(a).
(3) The towel dispenser is inaccessible because it requires tight grasping to dispense the towels. Provide a towel dispenser with mechanical controls, if any, that can be operated with 5 lbf or less and that can be used with one hand and without tight grasping, pinching, or twisting of the wrist (lever-operated, push-type, and electronically controlled mechanisms are examples of acceptable designs). Standards '' 4.1.3(13), 4.27.4.
(4) The towel dispenser protrudes such that it would not be detectable to a blind person using a cane. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards ' 4.4.
(5) The toilet flush is inaccessible because it is on the closed side. Provide a flush control mounted on the Aopen@ side of the toilet=s clear floor space; 44 inches or less above the finished floor; and requiring a maximum of 5 pounds of force to operate; or provide an automatic flush device. Standards '' 4.1.3(11), 4.22.4, 4.16.5, 4.27.4.
(6) The rear grab bar is only 34 inches in overall length, and the distance of the farther end to the side wall is 36 inches. Provide a rear grab bar that is at least 36 inches in overall length, with the closer end no more than 6 inches from the side wall; mounted 33 to 36 inches above the finished floor; with a diameter between 13 and 12 inches; with 12 inches between the grab bar and the wall; and at least 12 inches between the grab bar and any other object, such as a toilet seat cover dispenser. iv. Unisex Single-User Toilet Room in Child Care Center
(1) No accessible mirror is provided. Provide a mirror with the bottom edge of its reflecting surface no more than 40 inches above the finished floor. Standards '' 4.1.3(11), 4.22.6, 4.19.6.
(2) The paper towel dispenser is inaccessible because it is mounted with the control at 60 inches above the finished floor, and the handle requires tight grasping to operate. Provide a towel dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Ensure that the mechanical controls, if any, can be operated with 5 lbf or less and that can be used with one hand and without tight grasping, pinching, or twisting of the wrist (lever-operated, push-type, and electronically controlled mechanisms are examples of acceptable designs). Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6, 4.27.4, Fig. 4.
(3) The lavatory is not accessible because the trash receptacles impede the required clear knee and toe clearances. Provide a lavatory with the top of its rim or counter 34 inches or less above the finished floor; the bottom edge of the apron at least 29 inches above the finished floor; and knee and toe clearances that comply with Fig. 31. Standards '' 4.1.3(11), 4.22.6, 4.19.2, Fig. 31.
(4) The toilet is inaccessible because the centerline is 18 2 inches from the side wall, the flush control is on the closed side, and there are no grab bars provided. Provide a toilet with a centerline that is 18 inches from the near side wall; a seat that is between17 and 19 inches above the finished floor; clear floor space at the toilet that complies with Fig. 28; and a flush control mounted on the Aopen@ side of the toilet=s clear floor space. Provide a rear grab bar that is at least 36 inches in overall length, with the closer end no more than 6 inches from the side wall, and a side grab bar that is at least 42 inches in overall length, with the far end mounted at least 54 inches from the rear wall and the closer end 12 inches or less from the rear wall. Ensure that the grab bars are mounted 33 to 36 inches above the finished floor; with a diameter between 13 and 12 inches; with 12 inches between the grab bars and the wall; and at least 12 inches between the grab bars and any other object, such as a toilet paper dispenser or a toilet seat cover dispenser. Standards '' 4.1.3(11), 4.22.4, 4.16.2, 4.16.3, 4.16.5, 4.22.4, 4.16.4, 4.26.2 Figs. 28, 29.
h. Children=s Play Area: The children=s play area has no accessible playground equipment. Ensure program access by providing at least one piece of playground equipment that is usable by children with disabilities.
i. Outdoor Drinking Fountains
i. The lower drinking fountain outdoors between the first and second buildings is inaccessible because the water flow height is less than 1 inch, and there are only 21 2 inches knee space height above the finished floor. Provide at least 4 drinking fountains with a spout height no higher than 36 inches, measured from the finished floor or ground surface to the spout outlet; and a spout located at the front of the unit that directs the water flow in a trajectory that is nearly parallel to the front of the unit and is positioned so the flow of water is within 3 inches of the front edge of the fountain and at least 4 inches high. Ensure that fountain controls are operable with one hand, require 5 lbf or less to operate without tight grasping, pinching, or twisting of the wrist; and are front mounted or side mounted near the front edge. For each accessible drinking fountain, provide a drinking fountain that is accessible to people who have difficulty bending or stooping. This can be accommodated by the use of a Ahi-lo@ fountain; by providing one fountain accessible to those who use wheelchairs and one fountain at a standard height convenient for those who have difficulty bending; by providing a fountain accessible to people who use wheelchairs and a cup dispenser; or by such other means as would achieve the required accessibility for each group of people. Standards '' 4.15, 4.27.4, Fig. 27.
ii. The higher drinking fountains outdoors would not be detectable by a blind person using a cane. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards ' 4.4.
iii. The drinking fountains in the children=s play area do not function, and the lower fountain provides only 22 inches of knee space height. Provide at least 4 drinking fountains with a spout height no higher than 36 inches, measured from the finished floor or ground surface to the spout outlet; and a spout located at the front of the unit that directs the water flow in a trajectory that is nearly parallel to the front of the unit and is positioned so the flow of water is within 3 inches of the front edge of the fountain and at least 4 inches high. Ensure that fountain controls are operable with one hand, require 5 lbf or less to operate without tight grasping, pinching, or twisting of the wrist; and are front mounted or side mounted near the front edge. 11. Within 12 months of the effective date of this Agreement, the City will complete the following modifications to the Rincon Police Substation, located at 9670 East Golf Links Road:
a. Holding Cells: There is no accessible toilet in the holding cell area. Provide at least one cell with all elements, including door width, and toilet, lavatory, mirror, and desk (if provided) that are accessible to persons with disabilities.
b. Unisex, Single-User Toilet Room (Front of Office)
i. There is inadequate clearance on the push side of the door. On the push side of the door, provide maneuvering clearance at least 48 inches deep and provide a minimum of 12 inches of maneuvering clearance on the latch side of the door, or remove the closer or the latch. Standards '' 4.1.3(7)(b), 4.13.6, Fig. 25(a).
ii. Although there is an audible alarm, no visual alarm is provided. Although an audible alarm is provided in this facility, there is no visual alarm appliance in the toilet room. Provide a visual alarm appliance in the toilet room. Standards '' 4.1.3(14), 4.28.1, 4.28.3.
iii. The mirror is not accessible. Provide a mirror with the bottom edge of its reflecting surface no more than 40 inches above the finished floor. Standards '' 4.1.3(11), 4.22.6, 4.19.6.
iv. The soap dispenser is placed with its controls at 53 inches above the finished floor, with a forward reach required. Provide a soap dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6, Fig. 4.
v. The flush control valve is on the closed side. Provide a flush control mounted on the Aopen@ side of the toilet=s clear floor space; 44 inches or less above the finished floor; and requiring a maximum of 5 pounds of force to operate; or provide an automatic flush device. Standards '' 4.1.3(11), 4.22.4, 4.16.5, 4.27.4.
vi. The distance of the toilet paper dispenser under the side grab bar is 1 inch and it interferes with its use. Provide a side grab bar that has at least 12 inches between the grab bar and any other object, such as the toilet paper dispenser. Standards '' 4.1.3(11), 4.22.4, 4.17.6, 4.26.2, Fig. 39.
c. Locker Rooms (In Rear Staff Area)
i. Women=s Locker Room
(1) Although there is an audible alarm, there is no visual alarm. Provide a visual alarm appliance in the toilet room. Standards '' 4.1.3(14), 4.28.1, 4.28.3.
(2) The lavatory pipes are not covered or configured to protect against contact. Provide hot water and drain pipes that are insulated or otherwise configured to protect against contact. Standards '' 4.1.3(11), 4.22.6, 4.19.4.
(3) Although there are 2 toilet stalls, none is accessible to persons who use wheelchairs. Provide a Astandard@ accessible toilet stall at least 60 inches wide and at least 59 inches deep (or at least 56 inches deep with a wall-mounted toilet) such that all of the stall=s elements, including stall door, stall door hardware, water closet, size and arrangement, toe clearances, grab bars, controls, and dispensers, comply with the Standards. Standards '' 4.1.3(11), 4.22.4, 4.22.7, 4.13, 4.16, 4.17, 4.26, 4.27, Fig. 30.
(4) The air dryer is a protruding object that is not cane-detectable. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards ' 4.4.
(5) Although 2 shower stalls are provided, none is accessible to persons with disabilities. Provide a shower in this room that is exactly 36 inches wide and 36 inches deep with a 48 inch long and 36 inch wide clear floor space alongside the shower opening, and an L-shaped shower seat mounted on the wall opposite the controls and extending the full depth of the stall; OR a shower that is at least 30 inches deep and 60 inches wide with no curb or threshold and with a 36 inch deep and 60 inch wide clear floor space at the shower opening. Ensure that the shower has grab bars, controls, a shower spray unit, and a seat, curb, and enclosure, if provided, that comply fully with the Standards and with Figs. 35, 36, and 37, as applicable. Standards '' 4.1.3(11), 4.21, Figs. 35, 36, 37.
(6) The bench is only 9 2 inches deep. Provide a 24 inch by 48 inch bench fixed to the wall along the bench=s longer dimension. Ensure that the bench has sufficient structural strength and is mounted with its surface between 17 inches and 19 inches above the finished floor. Provide clear floor space alongside the bench to allow a person using a wheelchair to make a parallel transfer onto the bench. Standards '' 4.1.3(21), 4.35.4, 4.26.3.
(7) Even though a lower drinking fountain is provided, there is no fountain that is accessible to persons who have difficulty bending or stooping. For each accessible drinking fountain, provide a drinking fountain that is accessible to people who have difficulty bending or stooping. This can be accommodated by the use of a Ahi-lo@ fountain; by providing one fountain accessible to those who use wheelchairs and one fountain at a standard height convenient for those who have difficulty bending; by providing a fountain accessible to people who use wheelchairs and a cup dispenser, or by such other means as would achieve the required accessibility for each group of people. Standards ' 4.1.3(10)(a).
ii. Men=s Locker Room
(1) Although there is an audible alarm, there is no visual alarm in this toilet room. Provide a visual alarm appliance in the toilet room. Standards '' 4.1.3(14), 4.28.1, 4.28.3.
(2) The lavatory hot water and drain pipes are not covered or configured to protect against contact. Provide hot water and drain pipes that are insulated or otherwise configured to protect against contact. Standards '' 4.1.3(11), 4.22.6, 4.19.4.
(3) Although 2 toilet stalls are provided, neither is accessible to persons with disabilities. Provide a Astandard@ accessible toilet stall at least 60 inches wide and at least 59 inches deep (or at least 56 inches deep with a wall-mounted toilet) such that all of the stall=s elements, including stall door, stall door hardware, water closet, size and arrangement, toe clearances, grab bars, controls, and dispensers, comply with the Standards. Standards '' 4.1.3(11), 4.22.4, 4.22.7, 4.13, 4.16, 4.17, 4.26, 4.27, Fig. 30.
(4) Although there are 2 urinals, neither is lower. Provide a urinal with an elongated rim mounted 17 inches or less above the finished floor, a clear floor space of at least 30 inches wide and 48 inches deep centered on the urinal, and a flush control height of 44 inches or less above the finished floor. Standards '' 4.1.3(11), 4.22.5, 4.18.2, 4.18.3, 4.18.4.
(5) Although there are 4 shower stalls, none is accessible to persons with disabilities. Provide a shower in this room that is exactly 36 inches wide and 36 inches deep with a 48 inch long and 36 inch wide clear floor space alongside the shower opening, and an L-shaped shower seat mounted on the wall opposite the controls and extending the full depth of the stall; OR a shower that is at least 30 inches deep and 60 inches wide with no curb or threshold and with a 36 inch deep and 60 inch wide clear floor space at the shower opening. Ensure that the shower has grab bars, controls, a shower spray unit, and a seat, curb, and enclosure, if provided, that comply fully with the Standards and with Figs. 35, 36, and 37, as applicable. (6) The bench is 9 2 inches deep. Provide a 24 inch by 48 inch bench fixed to the wall along the bench=s longer dimension. Ensure that the bench has sufficient structural strength and is mounted with its surface between 17 inches and 19 inches above the finished floor. Provide clear floor space alongside the bench to allow a person using a wheelchair to make a parallel transfer onto the bench. Standards '' 4.1.3(21), 4.35.4, 4.26.3.
(7) Even though a lower drinking fountain is provided, there is no fountain that is accessible to persons who have difficulty bending or stooping. For each accessible drinking fountain, provide a drinking fountain that is accessible to people who have difficulty bending or stooping. This can be accommodated by the use of a Ahi-lo@ fountain; by providing one fountain accessible to those who use wheelchairs and one fountain at a standard height convenient for those who have difficulty bending; by providing a fountain accessible to people who use wheelchairs and a cup dispenser, or by such other means as would achieve the required accessibility for each group of people. Standards ' 4.1.3(10)(a).
12. Within 6 months of the effective date of this Agreement, the City will complete the following modifications to the Santa Rosa Learning Center, located at 1075 South Tenth Avenue:
a. Parking: Although there are 109 parking spaces with 8 designated as reserved for persons with disabilities, there is insufficient demarcation in 4 of the spaces, and 2 spaces have access aisles that are only 55 inches wide. On the shortest accessible route to the accessible entrance, provide 1 van accessible space and 4 standard spaces designated as reserved for people with disabilities. Ensure that standard accessible spaces are a minimum of 96 inches wide and served by access aisles at least 60 inches wide. Ensure that van accessible spaces are a minimum of 96 inches wide and served by access aisles at least 96 inches wide. At all spaces designated as reserved for persons with disabilities, provide vertical signs with the International Symbol of Accessibility located such that they cannot be obstructed by parked vehicles. At van accessible spaces, provide an additional AVan-Accessible@ sign located below the International Symbol of Accessibility. Ensure that all spaces and access aisles for persons with disabilities are flat and level, with slopes and cross-slopes not exceeding 1:50 in all directions, and that their surfaces are firm, stable, and slip-resistant. Standards '' 4.1.2(5), 4.6, 4.30.7(1).
b. Service Animals: A sign at the front entrance indicates that animals are not allowed inside. Reasonable modifications must be made to persons who use service animals, such as guide dogs for persons who are blind.
c. Accessible Route: The slope of the primary curb cut is 8.1% and 8.8%. Provide a curb ramp that is at least 36 inches wide, has a maximum slope of 1:12, is located so that it cannot be obstructed by parked vehicles, and has a stable, firm, and slip-resistant surface with a detectable warning extending the full width and depth of the ramp. If the curb ramp is located where pedestrians must walk across it, provide either flared sides (with a maximum slope of 1:10) or handrails or guardrails to protect against cross traffic. Standards '' 4.1.2(1), 4.1.2(2), 4.3.8, 4.7, Fig. 12.

e. Men=s Toilet Room with Stalls: There is inadequate clear floor space width at the urinal. Provide a urinal with an elongated rim mounted 17 inches or less above the finished floor, a clear floor space of at least 30 inches wide and 48 inches deep centered on the urinal, and a flush control height of 44 inches or less above the finished floor. Standards '' 4.1.3(11), 4.22.5, 4.18.2, 4.18.3, 4.18.4.
13. Within 6 months of the effective date of this Agreement, the City will complete the following modifications to the Santa Rosa Neighborhood Center, located at 1080 South Tenth Avenue:
a. Parking: Although there are 124 spaces with 11 designated as reserved for persons with disabilities, the signs are too low and can be obstructed by parked vehicles. At each space designated as reserved for persons with disabilities, provide a vertical sign with the International Symbol of Accessibility located such that it cannot be obstructed by vehicles parked in the space. Standards '' 4.1.2(5), 4.6.4, 4.30.7(1).
b. Drinking Fountains: The fountains in the Game Room are not detectable to a blind person using a cane. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards ' 4.4.
c. Offices and Counters
i. Multi-Purpose Room: The pressure required to open the door is 12 pounds of force. Provide a door that requires no more than 5 pounds of force to open. Standards '' 4.1.3(7)(b), 4.13.11(2)(b).
ii. Room 131B - CODAC: The pressure required to open the door is 10 pounds of force. Provide a door that requires no more than 5 pounds of force to open. Standards '' 4.1.3(7)(b), 4.13.11(2)(b).
iii. Room 137 - Administrative Offices: The pressure required to open the door is 11 pounds of force. Provide a door that requires no more than 5 pounds of force to open. Standards '' 4.1.3(7)(b), 4.13.11(2)(b).
iv. The counter across from Room 139 is a protruding object that is not cane-detectable. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards ' 4.4.
d. Unisex, Single-User Toilet Rooms: Both of the toilet rooms at the Administrative Offices have doors that require more than 10 pounds of force to operate. For each, provide a door that requires no more than 5 pounds of force to open. Standards '' 4.1.3(7)(b), 4.13.11(2)(b).
e. Toilet Rooms with Stalls - Recreation Center Lobby
i. Men=s Toilet Room
(1) The pressure required to open the door is 10 pounds of force. Provide a door that requires no more than 5 pounds of force to open. Standards '' 4.1.3(7)(b), 4.13.11(2)(b).
(2) The air dryer protrudes more than 4 inches into the main walkway, has a lower edge greater than 27 inches above the finished floor and would not be detectable to a blind person using a cane. Provide an accessible route at this location such that no objects with their bottom leading edges measuring between 27 inches and 80 inches above the finished floor protrude more than 4 inches into walks, halls, corridors, passageways, or aisles. Free-standing objects mounted on posts or pylons may overhang 12 inches maximum from 27 inches to 80 inches above the ground or finished floor. Standards '' 4.1.2(3), 4.4.
(3) In the toilet stall for persons with disabilities, the toilet centerline is 19 inches from the side wall. Provide a toilet with a centerline that measures 18 inches from the near side wall. Standards '' 4.1.3(11), 4.22.4, 4.17.3, Fig. 30.
ii. Women=s Toilet Room
(1) The pressure required to open the door is 10 pounds of force. Provide a door that requires no more than 5 pounds of force to open. Standards '' 4.1.3(7)(b), 4.13.11(2)(b).
(2) The air dryer protrudes more than 4 inches into the main walkway, has a lower edge greater than 27 inches above the finished floor and would not be detectable to a blind person using a cane. (3) In the toilet stall for persons with disabilities, the toilet centerline is 20 inches from the side wall. Provide a toilet with a centerline that measures 18 inches from the near side wall. Standards '' 4.1.3(11), 4.22.4, 4.17.3, Fig. 30.
14. Within 12 months of the effective date of this Agreement, the City will complete the following modifications to the Southeast Service Center - Ward 4 Council Office, located at 8123 East Poinciana Drive:
a. Parking: Although there are 16 spaces with 2 designated as reserved for persons with disabilities, there is no space designated as Avan accessible,@ the access aisle between the two spaces has a slope of 2.7 degrees, and the sign is too low and can obstructed by parked cars. On the shortest accessible route to the accessible entrance, provide 1 van accessible space designated as reserved for people with disabilities. Ensure that van accessible spaces are a minimum of 96 inches wide and served by access aisles at least 96 inches wide. At all spaces designated as reserved for persons with disabilities, provide vertical signs with the International Symbol of Accessibility located such that they cannot be obstructed by parked vehicles. At van accessible spaces, provide an additional AVan-Accessible@ sign located below the International Symbol of Accessibility. Ensure that all spaces and access aisles for persons with disabilities are flat and level, with slopes and cross-slopes not exceeding 1:50 in all directions, and that their surfaces are firm, stable, and slip-resistant. Standards '' 4.1.2(5), 4.6, 4.30.7(1).
b. Picnic Tables: There is no accessible route to the picnic tables and the tables themselves are not accessible to persons who use wheelchairs. Provide at least one picnic table on an accessible route such that there is knee space at the table at least 27 inches high, 30 inches wide, and 19 inches deep, and such that the height of the top of the table is between 28 inches and 34 inches above the ground. Standards '' 4.1.3(18), 4.32.3, 4.32.4.
c. Offices and Counters
i. Finance: The counter is too high for use by persons who use wheelchairs. Provide a counter on an accessible route such that a portion of the counter is at least 36 inches wide and no more than 36 inches above the finished floor, or provide an auxiliary counter with a maximum height of 36 inches in close proximity to the main counter, or provide equivalent facilitation. Equivalent facilitation may be provided in the form of a folding shelf attached to the main counter, an auxiliary table nearby, a clip board made available to the public, or other means. Standards '' 7.2(2), 4.3.
ii. Housing: The pressure required to open the door exceeds 5 pounds of force. Provide a door that requires no more than 5 pounds of force to open. Standards '' 4.1.3(7)(b), 4.13.11(2)(b).
iii. Employee Kitchen
(1) The route to the refrigerator is 27 3/4 inches wide. Provide an accessible route to the refrigerator with a minimum clear width of 36 inches, except at doors, where the width may decrease to 32 inches. Standards '' 4.1.3(1), 4.3.3, 4.13.5.
(2) There is inadequate turning space within the room. Provide an unobstructed turning space at least 60 inches in diameter or a T-shaped space complying with Fig. 3(b). Standards '' 4.2.3, Fig. 3.
iv. Conference Room: The placement of a CPU restricts the clear knee width at the computer desk. Provide a computer on a table or counter that has clear floor space that is 30 inches wide and 48 inches deep, knee clearance at least 27 inches high, 30 inches wide, and 19 inches deep, and a writing surface between 28 and 34 inches above the finished floor. Standards '' 4.1.3(18), 4.2.4.1, 4.32.
d. Unisex, Single-User Toilet Rooms (In Office APod@)
i. The toilet room sign is not mounted on the wall to the latch side of the door. Provide a toilet room sign with raised and Braille characters. The sign shall be mounted on the wall adjacent to the latch side of the door with the centerline of the sign at 60 inches above the finished floor and situated such that a person can approach within 3 inches of the sign without encountering an obstruction or standing within a door swing. Standards '' 4.1.2(7)(d), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
ii. The door provides only 31 inches of clear opening width. Provide a door with a clear opening at least 32 inches wide when measured from the face of the door to the opposite stop when the door is opened 90 degrees. Standards '' 4.1.3(11), 4.22.2, 4.13.5, 4.13.9.
iii. There is inadequate maneuvering clearance on the latch/ push side of the door, which requires a hinge-side approach. On the push side of the door, provide a clear maneuvering space at least 54 inches wide, measured from the latch side, and at least 42 inches deep. Standards '' 4.1.3(7)(b), 4.13.6, Fig. 25(b).
iv. The door threshold is greater than 2 inch. Provide a door with a threshold no greater than 3 inch, or between 3 inch and 2 inch and beveled with a slope no greater than 1:2. Standards '' 4.1.3(7)(b), 4.13.8, 4.5.2.
v. No accessible mirror has been provided. Provide a mirror with the bottom edge of its reflecting surface no more than 40 inches above the finished floor. Standards '' 4.1.3(11), 4.22.6, 4.19.6.
vi. There is insufficient turning space within the toilet room. Provide an unobstructed turning space at least 60 inches in diameter or a T-shaped space complying with Fig. 3(b). Standards '' 4.1.3(11), 4.22.3, 4.2.3, Fig. 3.
vii. The toilet centerline is 19 inches from the side wall. Provide a toilet with a centerline that measures 18 inches from the near side wall. Standards '' 4.1.3(11), 4.22.4, 4.16.2, Fig. 28.
viii. The side grab bar does not comply with the Standards. Provide a side grab bar that is at least 42 inches in overall length, with the far end mounted at least 54 inches from the rear wall and the closer end 12 inches or less from the rear wall; mounted 33 to 36 inches above the finished floor; with a diameter between 13 and 12 inches; with 12 inches between the grab bar and the wall; and at least 12 inches between the grab bar and any other object, such as the toilet paper dispenser. Standards '' 4.1.3(11), 4.22.4, 4.16.4, 4.26.2, Fig. 29.
ix. The rear grab bar does not comply with the Standards. Provide a rear grab bar that is at least 36 inches in overall length, with the closer end no more than 6 inches from the side wall; mounted 33 to 36 inches above the finished floor; with a diameter between 13 and 12 inches; with 12 inches between the grab bar and the wall; and at least 12 inches between the grab bar and any other object, such as a toilet seat cover dispenser. Standards '' 4.1.3(11), 4.22.4, 4.16.4, 4.26.2, Fig. 29.
e. Toilet Rooms with Stalls (4th Floor Council Member=s Office)
i. Women=s Toilet Room
(1) The toilet room sign is not mounted on the wall to the latch side of the door. Provide a toilet room sign with raised and Braille characters. The sign shall be mounted on the wall adjacent to the latch side of the door with the centerline of the sign at 60 inches above the finished floor and situated such that a person can approach within 3 inches of the sign without encountering an obstruction or standing within a door swing. Standards '' 4.1.2(7)(d), 4.30.1, 4.30.4, 4.30.5, 4.30.6.
(2) The toilet seat cover dispenser is mounted 59 2 inches above the finished floor and requires a forward reach. Provide a toilet seat cover dispenser with the controls a maximum height above the finished floor of 48 inches for a forward approach or 54 inches for a side approach and that is accompanied by clear floor space of 30 by 48 inches that allows a forward or parallel approach by a person using a wheelchair. Standards '' 4.1.3(13), 4.27.2, 4.27.3, 4.2.4, 4.2.5, 4.2.6.
(3) In the toilet stall for wheelchair users, the toilet centerline is 17 inches from the side wall. Provide a toilet with a centerline that measures 18 inches from the near side wall. Standards '' 4.1.3(11), 4.22.4, 4.17.3, Fig. 30.
ii. Men=s Toilet Room
(1) The toilet room sign is not mounted on the wall to the latch side of the door. Provide a toilet room sign with raised and Braille characters. (4) The urinal does not have an elongated rim. Provide a urinal with an elongated rim mounted 17 inches or less above the finished floor, a clear floor space of at least 30 inches wide and 48 inches deep centered on the urinal, and a flush control height of 44 inches or less above the finished floor. Standards '' 4.1.3(11), 4.22.5, 4.18.2, 4.18.3, 4.18.4.
[1] Shifting a toilet a small distance to comply with the centerline requirement need not be expensive. The important factor is maintaining the correct distance between the side grab bar and the toilet. Options include moving the partition on which the grab bar is mounted or installing an offset flange to shift the toilet. Another option is to mount the grab bar on a board attached to the side wall or partition. The board must extend 1 2@ below the grab bar and 18" above the grab bar to achieve the appropriate distance between toilet and grab bar.
