EMGO 115-02 |
Purpose: To establish a fire and emergency evacuation plan for the Hall of Justice and Court occupied areas of the Public Safety Building and to define the duties, responsibilities and authority of Court Security Deputies.
Policy: All Court Deputies are designated fire / evacuation marshals for the assigned buildings and shall be familiar with the responsibilities and procedures set forth in this order.
11A & 11B Effective Communication
Inmates
Services for individuals who are visually, or hearing impaired, and are provided by staff members for those individuals needing assistance as appropriate. Individuals who are hearing impaired, or visually impaired are given the same assistance as inmates who may be non-English speaking, illiterate, or for any other reason is unable to communicate through spoken language or visual cues. Our agency will provide assistance in the following;
· Obtaining evidence and/or written statements;
· Interviewing witnesses;
· Providing assistance at disciplinary hearings or with administrative segregation decisions;
· Provide assistance understanding the waiver of any rights; and
· Provide assistance with obtaining any other service our agency offers.
This is performed either through a sign language interpreter, pencil and paper communication, or basic verbal instructions and physical escort. Information would also be communicated through documents in braille if so need at agency expense (i.e. law library materials, medical documents, court documents, etc.).
Inmates undergo an initial screening and risk assessment at the time of admission, which consists of a screening interview, visual assessment and review of commitment documents. Any information that is elicited during the classification process concerning the safety or welfare of the individual is considered before being placed into housing.
The Monroe County Sheriff's Office Jail Bureau is bound by the mandates set forth in the New York State Correction Law as well as the New York State Commission of Corrections Minimum Standards. (9NYCRR). Additionally, agency General Orders provide for both securing and transporting handicapped prisoners in vehicles capable of transporting the individual depending on the disability should a patrol vehicle not be sufficient.

Policy: Arresting deputies shall be responsible for the safety and security of all prisoners in their custody. Court security deputies are to refer to CSGO #2-CS (Courtroom Prisoner Custody), when dealing with prisoners in court.
